Worksource Oregon Reentry Program Abstract
The Oregon Workforce Partnership (OWP), the lead applicant for the Pathway Home 4 grant, is a nonprofit workforce organization comprised of over 200 community leaders representing business, education, workforce, and elected officials from Oregon's 9 local workforce development areas. These 9 areas support locally driven workforce development decisions and programs relating to employment, education, self-sufficiency, and economic growth in all of Oregon's 36 counties.
For this project, all 9 local workforce development boards (LWDBs), as part of OWP, will work in partnership with the Department of Corrections (DOC) to implement Worksource Oregon reentry services.
The LWDBs oversee Worksource Oregon, a proud partner of the American Jobs Centers, services and partnerships in their local area: Workforce Innovation and Opportunity Act (WIOA) Title 1 Adult, Dislocated Worker and Youth programs; Job Corps, YouthBuild, and Native American Workforce programs; WIOA Title II Adult Basic Education; WIOA Title III, Oregon Employment Department (OED); WIOA Title IV, Oregon Department of Human Services (ODHS) - Self Sufficiency and Vocational Rehabilitation (VR), Oregon Commission for the Blind (OCB); and WIOA Title V Senior Community Service Employment Program.
Each LWDB invests in high-growth, living-wage industries including healthcare, manufacturing and advanced manufacturing, technology, construction, transportation and warehousing, and natural resources. LWDBs work with economic development partners and employers who are committed to high-quality jobs, provide work experience, job shadowing, mentoring, on-the-job training, and support the Good Job Principles.
The Oregon Department of Corrections (DOC), 3723 Fairview Industrial Drive SE 200, Salem, OR 97302, a mandatory partner in this grant, is the agency responsible for the central administration of Oregon correctional institutions. DOC has custody of adults (AICS) sentenced to prison for more than 12 months, housing approximately 12,000 adults in 12 prisons throughout the state.
This project will establish a formal, statewide partnership in 36 counties between DOC, OWP, and OED to intentionally focus Worksource Oregon services to incarcerated populations both pre- and post-release. This project, known as the Worksource Oregon Reentry Program, will advance individuals who are currently incarcerated by connecting them to reentry services 180 days prior to release and then provide post-release services and follow-up services after transition.
The Worksource Oregon Reentry Program will result in workforce preparation and training and job placement into high-wage, high-growth industries. The funds for this grant will provide staffing for a Worksource Reentry Manager and Worksource Reentry Teams throughout the state who will serve part of their time inside the prison facilities in their local service area and part of their time in their local Worksource Oregon office. The funding will provide needed technology and IT staff to equip Worksource Reentry Centers inside each of the 12 prisons with internet access, computers, printers, and TV monitors for education and training purposes. Services include case management, housing assistance, employment, education and training, healthcare, mental health and substance abuse treatment services, legal assistance, support services, and needs-related payments to ensure that participants have access to the supports they need to be successful upon their return to their communities.
OWP is requesting $3,918,676 to serve 900 individuals with a total cost-per-participant of $6,384. Expected outcomes include 71.2% placement in employment 2nd quarter after exit, 71% employment retention 4th quarter after exit, median earnings of $6,693 2nd quarter after exit, 60.5% credential attainment, and a 13.2% recidivism rate.
