Applicant Name: Pennsylvania Department of Labor & Industry
Project Title: Workforce Data Quality Initiative (WDQI) Round 9
Purpose: To develop a comprehensive Workforce Longitudinal Administrative Database (WLAD) in Pennsylvania.
Funding Requested: $2,900,000
Activities: Pennsylvania is proposing to use WDQI grant funds to support the following activities that will significantly contribute to the achievement of WDQI program objectives and advance the Commonwealth's goal of developing a comprehensive WLAD:
(1) Procure and implement an advanced Identity Resolution and Universal Identifier software solution.
(2) Onboard a data engineer to support and manage the Universal Identifier solution.
(3) Procure an advisory consultant to produce a roadmap for developing and implementing a comprehensive WLAD in Pennsylvania.
Expected Outcomes: With assistance from the WDQI program, Pennsylvania plans to leverage the data processing environment and analytics services of the Pennsylvania Longitudinal Data System (PALDS) to complete 15 research projects within the three-year grant period. Findings from these projects will provide insights to policymakers that inform improvements to service delivery and performance in education and workforce programs, particularly for historically underserved groups. Through the creation of user-friendly resources for the public, the research projects we are proposing will also empower jobseekers to make more informed choices about the education and training programs that best meet their needs.
Subrecipient Activities: Pennsylvania is proposing the Commonwealth's Office of Administration (OA) as a subrecipient of this award. As the entity housing PALDS, OA will conduct the key activities outlined in our application, including procurement and implementation of the Identity Resolution and Universal Identifier solution, onboarding of the data engineer, and procurement of the advisory consultant responsible for delivering the WLAD roadmap.
