Summary of Grant Purpose and Employment and Training Activities Offered: The Regional Skills to Build Program prepares historically marginalized unemployed and underemployed individuals for high-demand infrastructure occupations that ensure placement into quality medium- to high-skill H-1B career pathways. Skills to Build is designed in alliance with essential government partners who have received or will receive over 416 million of formula and added bipartisan infrastructure law funding in Southeastern Wisconsin that is currently being invested in roads, bridges, safety, water, and major transportation projects.
Target Population: Unemployed and underemployed workers in M7 Region, 17 years or older and not currently enrolled in secondary school. Emphasis on women, people of color, justice-impacted individuals, individuals with disabilities, veterans, military spouses and economically disadvantaged populations and other underrepresented populations in advanced manufacturing, professional, scientific and technical services, and information technology occupations in the M7 Region. EMI follows 38 U.S.C. 4215 and gives priority to veterans.
Subrecipient Roles:
Milwaukee Area Technical College (MATC): Skills to Build will utilize MATC's three technical diploma programs aligned with the DOL Building Pathways to Infrastructure professional, scientific, and technical services industry and occupations: 1) Civil Engineering 2) Electronics Technician Fundamentals 3) Mechanical Computer Drafting
MKE Tech Hub Coalition: As an employer and worker-centric partner, MKE Tech Hub Coalition will leverage their tech apprenticeship reskilling program to communicate upskilling opportunities for underrepresented Skills to Build participants in information technology.
Brew City Help Desk International (HDI): HDI Brew City will serve multiple roles in the Skills to Build program: a worker organization that represents IT professionals, training provider with a nationally recognized upskilling credentials, and an employer partner as its members represent a broad range of IT industry employers.
WOW Works: WOW Works is Employ Milwaukee's regional labor shed counterpart on the SE WI region and will manage the Skills to Build advanced manufacturing track. WOW Works service area includes numerous advanced manufacturing employers who are along the supply chain for BIL investments and will require skilled workers to fulfill contract work.
