Grant Description
Program Purpose: The purpose of 2023 QUEST Disaster Recovery DWGs is to enhance the public workforce system's ongoing efforts to empower America's unemployed and underemployed workers through worker and business engagement, elevate equity, and connect jobseekers with high-quality jobs.

Activities to be performed: Employment and training activities such as work readiness training, skills-based training, and employment services to prepare participants for employment will be provided. Supportive services, including childcare and transportation assistance, will also be offered to ensure that participants complete their planned activities. Strategic partnership activities at the state and local levels will focus on current partner relationships and employ successful models such as the WorkSmart NY Syracuse Build Collaborative to ensure effective project coordination, service delivery, and successful project outcomes. Community and potential participant outreach will use informational meetings and pre-employment work readiness boot camps operated in collaboration with education and training partners to reach target communities and participants. Develop new business engagement strategies during the grant period for talent pipeline expansion to support Onondaga County employers in quality job development. Business engagement activities to expand the talent pipeline align regional business industry needs with workforce initiatives in the infrastructure and care-related economies. Business engagement services will support employers' recruitment, training, and retention efforts by marketing and matching jobs to local workers and providing human resources consultation on developing good jobs and flexible career pathways that are responsive to workers' needs.

Deliverables and expected outcomes: 2,000 planned participants.

Intended beneficiaries: Individuals from historically marginalized or underserved communities including the unemployed and underemployed, low-income individuals, women, minorities, formerly justice-involved, members of the Onondaga Nation territory, who have been historically underserved and underrepresented in the local economy, and individuals who previously would have been eligible for the terminated Trade Adjustment Assistance Program.
