Grant Description
Program Purpose Award Purpose: The purpose of 2023 QUEST Disaster Recovery DWGs is to enhance the public workforce systems ongoing efforts to empower Americas unemployed and underemployed workers through worker and business engagement, elevate equity, and connect jobseekers with high-quality jobs.
Activities to be performed: Employment and training activities will include career exploration and coaching, work experience internships, pre-vocational and occupational skills training, on-the-job training, pre-apprenticeships, registered apprenticeships, entrepreneurial, and customized training to help participants obtain good jobs in targeted industries and occupations. Supportive services such as transportation, child dependent care, emergency services, housing assistance, mental health support, work and training-related clothing, tools, safety equipment, and needs-related payments will be provided as needed to ensure that participants can achieve their planned employment and training goals.
Disaster relief employment positions including community health response workers and navigators, food bank workers, and shelter assistants will respond to humanitarian and disaster recovery community needs.
Proposed project activities: Strategic partnerships include state and local core partner programs, community-based organizations, employers and industry business associations, economic development agencies, labor unions, educational institutions, local government agencies, and state and local workforce boards. Community and potential participant outreach activities will be conducted by community colleges, the Department of Employment Security, and the Climate and Equitable Jobs Act Program. Business engagement activities will include collaborating with employers to address hiring and business expansion needs, identify current and emerging skills needs, develop sector-based training approaches, career pathways, and work-based training opportunities.
Deliverables Expected Outcomes: 310 planned participants.
Intended beneficiaries: Individuals from historically marginalized or underserved communities including veterans, people with disabilities, justice-involved individuals, immigrants, refugees, unhoused individuals, people at risk of homelessness, lower-wage workers, underemployed workers, and workers who are basic skills deficient.
Subrecipient activities: Local workforce development boards.
Indirect costs: $47,019.30.
