Servermont provided all the applications that were submitted to commissioners for review, along with competition materials from CNCS, and a guide to reviewing applications.

Commissioners reviewed applications and prepared feedback. Staff and commissioners discussed applications at a commission meeting and a list of feedback for each applicant was compiled, and then provided to the applicant for their consideration.

Applicants made enhancements and changes to their application based upon the feedback, and resubmitted applications.

The commission ranked the applications during a commission meeting based on the comparable quality of the application, past performance including enrollment and retention, and community need. Applications perceived to be stronger, fulfill a unique community need (population served, pressing problem, underserved community, geographic region), or have strong program performance were ranked higher.
