SUMMARYTHE SOUTHERN CALIFORNIA NUTRITION INCENTIVE - MOTHER'S NUTRITIONAL CENTER EXPANSION PROGRAM REPRESENTS A COMMUNITY-DRIVEN EFFORT TO REDUCE FOOD INSECURITY AND IMPROVE HEALTHY FOOD ACCESS AND DIET QUALITY ACROSS SIX OF CALIFORNIA'S MOST POPULOUS AND DIVERSE COUNTIES. BUILDING ON MORE THAN A DECADE OF DEMONSTRATED SUCCESS WITH UC SAN DIEGO'S ¡MÁS FRESCO! MORE FRESH NUTRITION INCENTIVE PROGRAM AND THE CALFRESH FRUIT AND VEGETABLE EBT PILOT PROJECT, THE PROGRAM WILL SCALE NUTRITION INCENTIVES TO ALL 82 MNC GROCERY STORES LOCATED IN UNDERSERVED NEIGHBORHOODS ACROSS SAN DIEGO, ORANGE, RIVERSIDE, LOS ANGELES, IMPERIAL AND SAN BERNARDINO COUNTIES.THE PROGRAM'S PURPOSE IS SIMPLE YET TRANSFORMATIVE, TO MAKE HEALTHY FOOD MORE AFFORDABLE AND ACCESSIBLE FOR SUPPLEMENTAL NUTRITION ASSISTANCE PROGRAM (SNAP) HOUSEHOLDS BY EMBEDDING A LOYALTY-BASED NUTRITION INCENTIVE PROGRAM DIRECTLY INTO EVERYDAY RETAIL SHOPPING EXPERIENCES. FOR EVERY $1 OF SNAP BENEFITS SPENT ON FRESH PRODUCE, PARTICIPANTS EARN $4 IN NUTRITION INCENTIVES, UP TO $40 PER MONTH, STORED IN LOYALTY ACCOUNTS. PARTICIPANTS WILL BE ABLE TO REDEEM PREVIOUSLY EARNED NUTRITION INCENTIVES WHEN THEY PURCHASE FRESH FRUITS AND VEGETABLES DURING A SUBSEQUENT VISIT TO ANY MNC STORE. THE NUTRITION INCENTIVE AMOUNT, BOTH EARNED AND REDEEMED, WILL BE PRINTED ON THE TRANSACTION RECEIPT. ONCE EARNED, THE NUTRITION INCENTIVES WILL CARRY FORWARD, MONTH TO MONTH, UNTIL REDEEMED THROUGH THE END OF THE PROGRAM (12 MONTHS FOR EACH PARTICIPANT), UPON PURCHASE OF FRESH FRUITS AND VEGETABLES. OVER FOUR YEARS, 4,400 SNAP HOUSEHOLDS, REPRESENTING APPROXIMATELY 15,000 INDIVIDUALS, WILL BENEFIT FROM INCREASED PURCHASING POWER, IMPROVED DIETARY QUALITY, AND REDUCED HOUSEHOLD FOOD INSECURITY.THE URGENCY OF THIS EFFORT CANNOT BE OVERSTATED. MORE THAN FOUR MILLION CALIFORNIANS CURRENTLY LIVE IN FOOD-INSECURE HOUSEHOLDS, AND THE RATES IN LOS ANGELES, SAN DIEGO, AND ORANGE COUNTIES RANK AMONG THE HIGHEST IN THE STATE. FAMILIES REPORT SKIPPING MEALS, CUTTING PORTION SIZES, AND BEING UNABLE TO AFFORD BALANCED MEALS. AT THE SAME TIME, MANY OF THESE COMMUNITIES FACE LIMITED ACCESS TO AFFORDABLE, HIGH-QUALITY PRODUCE, CONTRIBUTING TO RISING RATES OF OBESITY, TYPE 2 DIABETES, HYPERTENSION, AND OTHER DIET-RELATED CHRONIC DISEASES. THESE INEQUITIES FALL DISPROPORTIONATELY ON HOUSEHOLDS OF COLOR, IMMIGRANTS, AND LOW-INCOME FAMILIES WITH CHILDREN.THE PROGRAM DIRECTLY ADDRESSES THESE DISPARITIES BY ENSURING THAT NUTRITION INCENTIVES ARE DELIVERED WHERE FAMILIES SHOP MOST OFTEN, AND BY LAYERING IN OUTREACH, EDUCATION, AND CULTURALLY RELEVANT MESSAGING THAT RESONATE WITH DIVERSE AUDIENCES.THE PROGRAM IS UNIQUELY POSITIONED FOR SUCCESS BECAUSE OF THE STRONG PARTNERSHIP BETWEEN UC SAN DIEGO, MNC, COMMUNITY-BASED ORGANIZATIONS, AND PUBLIC HEALTH AGENCIES. UC SAN DIEGO BRINGS MORE THAN 15 YEARS OF EXPERIENCE IMPLEMENTING AND EVALUATING SNAP-ED AND CALFRESH HEALTHY LIVING PROGRAMS, WITH NATIONALLY RECOGNIZED LEADERS,HIP IN FOOD SECURITY AND NUTRITION INCENTIVE RESEARCH. MNC, WITH 82 STORES IN 47 CITIES, HAS BUILT ITS REPUTATION ON SERVING WIC AND SNAP HOUSEHOLDS WITH CULTURALLY APPROPRIATE SERVICE AND AFFORDABLE HEALTHY FOOD. COMMUNITY PARTNERS--INCLUDING PROMOTORAS, COUNTY HEALTH DEPARTMENTS, AND NONPROFIT ORGANIZATIONS WILL SUPPORT GRASSROOTS OUTREACH, PROGRAM PROMOTION, AND NUTRITION EDUCATION. TOGETHER, THIS NETWORK ENSURES THAT PARTICIPANTS RECEIVE NOT ONLY NUTRITION INCENTIVES BUT ALSO THE KNOWLEDGE, TRUST, AND SUPPORT THEY NEED TO SUSTAIN HEALTHIER FOOD PURCHASING AND EATING HABITS.THE PROGRAM ALSO EMPHASIZES RIGOROUS EVALUATION AND ACCOUNTABILITY. A SECURE ONLINE ENROLLMENT SYSTEM WILL COLLECT BASELINE DEMOGRAPHIC AND SURVEY DATA, WHILE LOYALTY-LINKED POS SYSTEMS WILL TRACK INCENTIVE EARNING AND REDEMPTION AT THE TRANSACTION LEVEL. PARTICIPANTS WILL COMPLETE FOLLOW-UP SURVEYS TO ASSESS CHANGES IN FOOD SECURITY, FRUIT AND VEGETABLE CONSUMPTION, AND HEALTH-RELATED OUTCOMES. STAFF TRAINING AND ORGANIZATIONAL SURVEYS WILL DOCUMENT CHANGES IN RETAILER CAPACITY AND WORKFORCE KNOWLEDGE. THESE DATA WILL FEED INTO BOTH LOCAL REPORTING AND THE USDA'S NUTRITION INCENTIVE PROGRAM TRAINING, TECHNICAL ASSISTANCE, EVALUATION, AND INFORMATION CENTER (NTAE), ENSURING THAT THE PROGRAM CONTRIBUTES TO BROADER FEDERAL POLICY AND EVIDENCE-BASED PRACTICE.IN SUMMARY, THE PROGRAM ADDRESSES URGENT AND GROWING FOOD SECURITY NEEDS IN SOUTHERN CALIFORNIA WHILE LAYING THE FOUNDATION FOR LONG-TERM SYSTEMS CHANGE. IT REDUCES BARRIERS TO HEALTHY EATING FOR THOUSANDS OF SNAP HOUSEHOLDS, IMPROVES DIETARY QUALITY, AND HELPS FAMILIES BETTER MANAGE DIET-RELATED HEALTH CONDITIONS. IT BUILDS RETAILER CAPACITY AND COMMUNITY TRUST, ENGAGES A DIVERSE NETWORK OF PARTNERS, AND PRODUCES RIGOROUS EVALUATION DATA THAT INFORM USDA PRIORITIES. MOST IMPORTANTLY, IT DEMONSTRATES THAT NUTRITION INCENTIVE PROGRAMS CAN BE SCALED IN RETAIL ENVIRONMENTS WHERE THEY ARE MOST NEEDED. THIS EXPANSION NOT ONLY BENEFITS THE IMMEDIATE HOUSEHOLDS IT SERVES BUT ALSO GENERATES THE KNOWLEDGE, INFRASTRUCTURE, AND MOMENTUM TO INFORM POLICY, TRANSFORM RETAIL PRACTICES, AND CONTRIBUTE TO NATIONAL EFFORTS TO MAKE HEALTHY FOOD A REALITY FOR ALL.
