Overview

Grant Description
Purpose: The purpose of this grant is to implement the Illinois Digital Equity Plan developed pursuant to the State Digital Equity Planning Grant Program.

Activities to be performed: Proposed project activities include the creation of a dashboard and overall data analytics approach to measuring progress towards digital equity, co-designing a grant program with stakeholder experts, launching university partnerships and initiating impact projects and recruitment of nonprofits and community-based organizations to serve as regional champions.

Expected outcomes: The proposed projects will result in fair, just access to opportunities and resources that enable everyone to participate fully in our society, democracy, and economy; systemic change and transformation via cross-sector collaboration between people, programs, and organizations; populations provided with the education and tools necessary to fully leverage digital assets that are powered by reliable, high-speed internet, so that all Illinoisans can fully participate in the digital economy and the digital ecosystem; community members with the greatest barriers will be empowered towards civic and cultural participation, employment, lifelong learning, and access to essential services; and a 23% increase in wages for digital skill-based jobs.

Intended beneficiaries: Residents of the State of Illinois and principally unserved and underserved covered populations statewide.

Subrecipient activities: The recipient does plan to subaward funds. The purpose is for implementing the DE Plan activities.
Funding Goals
TO PROVIDE FUNDS TO STATES AND U.S. TERRITORIES TO IMPLEMENT THE STATE DIGITAL EQUITY PLANS DEVELOPED PURSUANT TO THE STATE DIGITAL EQUITY PLANNING GRANT PROGRAM. THE STATE DIGITAL EQUITY CAPACITY GRANT PROGRAM NOFO ALSO ESTABLISHES A COMPETITIVE PROGRAM TO MAKE BOTH STATE DIGITAL EQUITY PLANNING GRANT PROGRAM FUNDS AND STATE DIGITAL EQUITY CAPACITY GRANT PROGRAM FUNDS AVAILABLE TO NATIVE ENTITIES TO CARRY OUT DIGITAL EQUITY AND INCLUSION ACTIVITIES CONSISTENT WITH THE DIGITAL EQUITY ACT.
