Antiterrorism Emergency Assistance Program (AEAP)
Oxford, MI for victim assistance and compensation.

This grant helps victims navigate services needed for their healing journey.

On November 30, 2021, at approximately 12:51 PM, a gunman, a fifteen-year-old (15) sophomore student, opened fire with a semi-automatic handgun in a large central hallway, during a class change period, when hundreds of students were moving from one class to another.

The shooting lasted approximately five minutes.

Approximately three (3) minutes after the arrival of law enforcement and first responders, the gunman was arrested without incident.

The gunman killed four (4) students and injured seven (7) people, six (6) students and one (1) teacher.

Direct victims are those that lost their life or were injured as a direct result and witnesses or individuals who were in direct proximity to the crime.

Estimated number of students and staff present at Oxford High School is 1,800 students and 158 staff.

Indirect victims are family or those bound by a familial relationship to direct victims, law enforcement personnel, first responders, others who interacted in a meaningful way with direct victims.

Over 400 first responders from law enforcement, fire services, emergency management, medical examiner, and crisis counselors responded to the incident scene.

Criminal mass violence or terrorism takes a physical, psychological, emotional, and financial toll on victims and first responders.

Project service activities, deliverables, outcomes, and subrecipient partners, include:

Crisis response build adaptive capacities, decrease stressors, and reduce symptoms of trauma immediately after an incident.

Consequence management to recover and regain ability to function.

Coordination of responsive services for emotional/behavioral health/medical needs, resources within the school; first responder peer support and a longer-term resiliency center.

Criminal justice support for participation, information, notification, accompaniment as required by Michigan's constitutional victim rights.

Michigan Crime Victim Compensation reimburses out-of-pocket expenses.

Funding Goals
THE ANTITERRORISM AND EMERGENCY ASSISTANCE PROGRAM (AEAP) PROVIDES SUPPLEMENTAL CRIME VICTIM COMPENSATION AND CRIME VICTIM ASSISTANCE FOLLOWING CRIMINAL MASS VIOLENCE OR DOMESTIC TERRORISM INCIDENTS. THIS GRANT PROGRAM IS BY INVITATION ONLY. AEAP IS A MECHANISM BY WHICH THE DIRECTOR OF OVC MAY AWARD SUPPLEMENTAL CRIME VICTIM COMPENSATION AND CRIME VICTIM ASSISTANCE TO RESPOND TO AN ACT OF TERRORISM OR CRIMINAL MASS VIOLENCE. THE EVENT MUST BE SUFFICIENTLY LARGE THAT THE JURISDICTION CANNOT PROVIDE NEEDED SERVICES TO VICTIMS OF THE INCIDENT WITH EXISTING RESOURCES WHILE ALSO SUPPORTING VICTIMS OF OTHER CRIMES IN A TIMELY AND COMPREHENSIVE MANNER. ALONG WITH NON-GRANT TRAINING AND TECHNICAL ASSISTANCE SERVICES, THERE ARE FOUR TYPES OF GRANTS THAT MAY BE COMBINED INTO ONE APPLICATION: . CRISIS RESPONSE (TO PROVIDE SUPPORT IN THE INITIAL AFTERMATH OF AN EVENT), . CONSEQUENCE MANAGEMENT (TO HELP VICTIMS ADAPT AND RESTORE THEIR EQUILIBRIUM), . CRIMINAL JUSTICE SUPPORT (TO FACILITATE VICTIM PARTICIPATION IN THE JUDICIAL PROCESS), AND . CRIME VICTIM COMPENSATION (TO HELP STATE CRIME VICTIM COMPENSATION ADMINISTRATIVE AGENCIES REIMBURSE VICTIMS FOR OUT-OF-POCKET EXPENSES). FUNDING PROVIDED UNDER AEAP IS RETROACTIVE TO THE DATE OF THE INCIDENT AND APPLICANTS SHOULD CONSIDER THE FULL RANGE OF BOTH COMPENSATION AND ASSISTANCE PROGRAM FUNDS WHEN APPLYING FOR AN AEAP GRANT. FUNDING JUSTIFICATION MUST DEMONSTRATE THAT AEAP FUNDS WILL SUPPORT ONLY VICTIMS OF THE EVENT AND SHOW THAT REQUESTED FUNDING IS SUPPLEMENTAL TO EXISTING RESOURCES. OVC MAY PROVIDE A CONSULTANT TO AID THE PROSPECTIVE GRANTEE WITH THE APPLICATION PROCESS INCLUDING HELP IN IDENTIFYING VICTIM-RELATED EXPENSES. THE PROSPECTIVE GRANTEE AND OVC WILL COLLABORATE TO REFINE THE APPLICATION PRIOR TO THE FINAL APPLICATION SUBMISSION.
