Grant Description
The purpose of Youth Collaboratory's National (Service Area) pilot program is to develop and build the capacity of community-based organizations (CBOs) in underserved communities to provide services to adolescent and youth human trafficking victims through the provision of mentorship and training and technical assistance (TTA).
This project will prioritize rural and underserved communities including Indigenous, undocumented, male, and labor trafficking survivors.
Project activities include a national call to select CBOs for pilot participation and subawards, baseline and ongoing organizational capacity building assessments, development of individualized organizational capacity building plans, group training, one-on-one technical assistance, peer-to-peer learning, resource development and dissemination, annual subawardee gathering, national learning series, and ongoing monitoring.
Youth Collaboratory's partner and subrecipient, Rural Opportunity Institute, will help build the capacity of rural communities to support people's healing from generational trauma to achieve health, safety, connection, and self-determination.
Youth Collaboratory will also partner with other national TTA providers and subject matter experts to share strategies and disseminate best practices, and its Girls Action Board and Youth Catalyst Team, who are lived experience experts, will consult on the content and provide TTA.

Funding Goals
UNDER THIS SOLICITATION, OVC WILL FUND A PILOT PROGRAM FOCUSED ON DEVELOPING AND BUILDING THE CAPACITY OF COMMUNITY-BASED ORGANIZATIONS (CBOS) IN UNDERSERVED COMMUNITIES, PRIORITIZING RURAL COMMUNITIES, TO PROVIDE SERVICES TO YOUTH AND ADOLESCENT HUMAN TRAFFICKING VICTIMS THROUGH THE PROVISION OF MENTORSHIP AND TRAINING AND TECHNICAL ASSISTANCE.
THIS WILL BE A FIVE-YEAR MULTI-PHASE PROGRAM: UNDER PHASE 1, THE SELECTED GRANTEE WILL COLLABORATE WITH OVC TO CREATE AND DISSEMINATE A NATIONAL FUNDING OPPORTUNITY AND COMPETITIVELY SELECT CBOS IN UNDERSERVED COMMUNITIES TO RECEIVE SUBAWARDS. CBOS WILL WORK WITH THE GRANTEE TO DEVELOP THEIR INTERNAL ORGANIZATIONAL CAPACITY AND BUILD REPLICABLE TREATMENT MODELS, AND IN PHASE 2, THOSE CBOS WHO HAVE SUCCESSFULLY COMPLETED PHASE 1, WILL BE FUNDED TO DELIVER DIRECT SERVICES TO YOUTH VICTIMS OF TRAFFICKING.
