Grant Description
With this award, the North Dakota Bureau of Criminal Investigation (BCI), through the North Dakota Office of Attorney General, will continue to lead the North Dakota Internet Crimes Against Children Task Force (ND ICAC).
North Dakota's population continues to grow, now exceeding 796,000 residents.
With this growth has come a significant increase in cyber-enabled crimes against children.
The goal of the ND ICAC Task Force is to enhance the state's ability to detect, investigate, apprehend, and prosecute internet predators.
The Task Force enables law enforcement to protect children, prevent victimization through education, and hold offenders accountable.
Federal funding continues to be crucial in helping ND ICAC achieve its goals.
BCI will ensure training remains available for Task Force members and affiliate agencies to enhance their investigative capacity and increase the number of cases involving online child exploitation that can be proactively investigated.
ICAC investigators will continue to assess and validate incoming tips, enabling more timely and effective responses.
Training will also be provided to school resource officers and other community partners to educate parents and students about online safety and exploitation risks.
BCI, K-9 units, and federal and local affiliates continue to work closely with the ND ICAC Task Force to address the increasing volume of investigations.
ND ICAC forensic examiners provide critical forensic analysis that enables the recovery of digital evidence documenting child exploitation.
This expertise has been instrumental in protecting children and removing them from dangerous environments.

THIS PROGRAM HELPS STATE AND LOCAL LAW ENFORCEMENT AGENCIES DEVELOP EFFECTIVE RESPONSES TO ONLINE ENTICEMENT OF CHILDREN BY SEXUAL PREDATORS, CHILD EXPLOITATION, AND CHILD OBSCENITY AND PORNOGRAPHY CASES. THIS PROGRAM WAS DEVELOPED IN 1998 TO ASSIST STATE AND LOCAL LAW ENFORCEMENT AGENCIES WITH ACQUIRING THE NECESSARY KNOWLEDGE, EQUIPMENT, AND PERSONNEL NEEDED TO PREVENT, INTERDICT, AND INVESTIGATE OFFENSES THAT CONSTITUTE TECHNOLOGY-FACILITATED CRIMES AGAINST CHILDREN. THE ICAC TASK FORCES PROVIDE FORENSIC AND INVESTIGATIVE TECHNICAL ASSISTANCE TO LAW ENFORCEMENT AND PROSECUTORIAL OFFICIALS AND PROVIDE COMMUNITY EDUCATION INFORMATION TO PARENTS, EDUCATORS, PROSECUTORS, LAW ENFORCEMENT, AND OTHERS CONCERNED WITH CHILD VICTIMIZATION. THE ICAC TASK FORCE PROGRAM COMPRISES OF 61 TASK FORCES REPRESENTING MORE THAN 5,400 FEDERAL, STATE, AND LOCAL LAW ENFORCEMENT AND PROSECUTORIAL AGENCIES. EVERY STATE HAS AT LEAST ONE TASK FORCE, WITH THE MORE POPULATED STATES HAVING MULTIPLE TASK FORCES. EACH LEAD AGENCY RECEIVES AN ANNUAL AWARD FROM OJJDP AND THEN SERVES AS THE PRIMARY ENTITY RESPONSIBLE FOR IMPROVING THE EFFECTIVENESS AND SUSTAINABILITY OF THEIR STATE OR REGIONAL TASK FORCE. ALTHOUGH EACH TASK FORCE RECEIVES A NON-COMPETITIVE ANNUAL AWARD FROM OJJDP, EACH ONE RECEIVED ITS ORIGINAL AWARD THROUGH A COMPETITIVE PROCESS. ICAC TASK FORCE FUNDING HELPS STATE AND LOCAL LAW ENFORCEMENT AGENCIES DEVELOP EFFECTIVE RESPONSES TO CHILD EXPLOITATION, CYBER ENTICEMENT, CHILD PORNOGRAPHY, AND TECHNOLOGY-FACILITATED CHILD SEX TRAFFICKING CASES. THE NEED TO ENSURE AN UNINTERRUPTED, HIGHLY TRAINED, COORDINATED RESPONSE TO THESE CRIMES IS CRITICALLY IMPORTANT TO THIS DOJ-FUNDED LAW ENFORCEMENT PROGRAM. THE PROGRAM IS THE PRIMARY SOURCE OF FUNDING FOR THIS TYPE OF LAW ENFORCEMENT WORK.
