Overview

Grant Description
The National Center for Missing and Exploited Children (NCMEC), a private, nonprofit 501(c)(3) corporation, operates the National Resource Center and Information Clearinghouse, also known as the National Resource Center and Clearinghouse (NRCC).

Its mission is to help find missing children, reduce child sexual exploitation, and prevent child victimization.

Primary activities include hosting the educational NetSmartz website, facilitating and participating in collaborative activities with allied professionals, providing analytical and forensic assistance to law enforcement in cases, and providing accurate information about these issues and trends related to missing and sexually exploited children.

These activities support the key deliverables of this program including to serve as the National Resource Center and Information Clearinghouse for missing and exploited children; operate a national, 24-hour, toll-free telephone line by which individuals may report information regarding the location of any missing child; operate a CyberTipline to provide online users and electronic service providers a means to report Internet-related child sexual exploitation; and provide resources and assistance to individuals, law enforcement agencies, and other child-serving professionals, as well as the public in the prevention, investigation, prosecution, and treatment of cases involving missing and sexually exploited children.
Funding Goals
THE PURPOSE OF THE NATIONAL RESOURCE CENTER AND CLEARINGHOUSE, OPERATED BY THE NATIONAL CENTER FOR MISSING & EXPLOITED CHILDREN (NCMEC), A NONPROFIT ORGANIZATION FOUNDED IN 1984, IS TO HELP PREVENT CHILD ABDUCTION AND SEXUAL EXPLOITATION, FIND MISSING CHILDREN, AND PROVIDE TECHNICAL ASSISTANCE/TRAINING TO VICTIMS OF CHILD ABDUCTION AND SEXUAL EXPLOITATION, THEIR FAMILIES, AND THE PROFESSIONALS WHO SERVE THEM. THIS AWARD OF $6,000,000 REPRESENTS FUNDING THROUGH AN INTERAGENCY AGREEMENT (IAA) BETWEEN THE UNITED STATES SECRET SERVICE (USSS) AND OJJDP TO SUPPORT NCMEC ACTIVITIES CONSISTENT WITH THEIR ORIGINAL AWARD. IN 1995, LANGUAGE CONTAINED IN THE VIOLENT CRIME REDUCTION TRUST FUND LEGISLATION DIRECTED THE USSS TO PROVIDE FORENSIC SUPPORT TO NCMEC. THE RELATIONSHIP BETWEEN THE USSS AND NCMEC HAS CONTINUED OVER THE YEARS IN SUPPORTING ACTIVITIES RELATED TO THE INVESTIGATION OF MISSING AND EXPLOITED CHILDREN. NCMEC HAS SUPPORTED CASEWORK AND NUMEROUS PRIVATE-SECTOR PARTNERS WHO SUPPORT SPECIAL PROJECTS THAT MAKE NCMEC A TRUE PUBLIC-PRIVATE PARTNERSHIP. THE USSS FORENSIC SERVICES DIVISION (FSD) CREATED THE FORENSIC INVESTIGATIVE RESPONSE AND SUPPORT TEAM (FIRST) TO PROVIDE FORENSIC SUPPORT TO NCMEC AND LOCAL AND STATE LAW ENFORCEMENT OFFICIALS. FIRST IS COMPOSED OF FORENSIC EXPERTS WHO RESPOND TO REQUESTS FOR ASSISTANCE IN CASES INVOLVING MISSING AND EXPLOITED CHILDREN. SUCH REQUESTS MAY ORIGINATE FROM THE USSS FIELD OFFICES; STATE, LOCAL, AND FEDERAL LAW ENFORCEMENT AGENCIES; THE USSS LIAISON TO NCMEC; AND NCMEC PERSONNEL. FIRST PROVIDES SUPPORT TO AGENCIES THAT DO NOT POSSESS SPECIALIZED FORENSIC CAPABILITIES. FSD PROVIDES FORENSIC SUPPORT IN ALL AREAS, INCLUDING POLYGRAPH EXAMINATIONS, HANDWRITING EXAMINATIONS, VOICEPRINT COMPARISONS, AUDIO AND VIDEO ENHANCEMENTS, AGE PROGRESSIONS/REGRESSIONS, AND FINGERPRINT RESEARCH AND IDENTIFICATION.
