Overview

Grant Description
The Nebraska State Patrol (NSP) will use funds to further enhance the Patrol Criminal History (PCH) to continue to improve the quality, accuracy, and completeness of Nebraska's criminal history information.

The PCH applications developer is integral to the planning, development, and implementation of ongoing maintenance of this system. NSP will contract with Mission Critical Partners (MCP), a premier independent management consulting firm that addresses the strategy and technology challenges facing government agencies, to assist the NSP with the implementation of a cloud-based law enforcement message switch via vendor, Datamaxx Group.

Additionally, the NSP will contract with MCP to assist with the beginning stages of upgrading the Nebraska AFIS system. Continuation of two AFIS forensic technicians processing fingerprint cards and training law enforcement agency partners while assisting with crucial cleanup projects to address discrepancies and inconsistencies between the Nebraska AFIS database, the PCH, and the FBI. NPS will contract with ScreenID (formerly Inquiries Screening, Inc.) to conduct research on behalf of the NSP and enter dispositional information into the PCH.

In addition, the continued funding of four NSP staff to work in conjunction with this project to further efforts to ensure the quality, completeness, and availability of Nebraska's criminal history information. Funds will be used to continue the Quality Assurance Improvement Program (QAIP) staff to assess each of Nebraska's 93 counties, resulting in more cohesive procedures to increase the timeliness, accuracy, and completeness of criminal history records.

Funds will be used for the modernization of the statewide court system, justice, in conjunction with the Administrative Office of the Courts and NIC Nebraska. The continued funding of the PCH/Justice Coordinator position is crucial in driving this project forward and the continued development of the interface between justice and PCH to improve criminal history information. Attendance of NSP management at the SEARCH, Compact Council, and NIAI meetings assures the agency is proactive in education of the latest changes in criminal records systems, federal laws, and compliance regulations and standards.

Funds will also be used to contract with SEARCH Group, Inc. to develop a data program that will allow the NSP to evaluate and assess the completeness, accuracy, consistency, and reliability of criminal history records through dashboards and other monitoring solutions.
