Overview

Grant Description
The Nebraska State Patrol (NSP) requests funds for the following activities:

1) Further enhancement of the Patrol Criminal History (PCH) to continue to improve the quality, accuracy, and completeness of Nebraska's criminal history information. The PCH applications developer is integral to the planning, development, and implementation of ongoing maintenance of this system.

2) Contract with Mission Critical Partners, a premier independent management consulting firm that addresses the strategy and technology challenges facing government agencies, to assist the NSP with the implementation of the chosen vendor for the State Law Enforcement Message Switch.

3) Purchase of an AFIS test bed system to assist in the deployment of new software to improve the system. In addition, the continuation of funding for two AFIS forensic technicians to process fingerprint cards while assisting with crucial cleanup projects to address discrepancies and inconsistencies between the Nebraska AFIS database, the PCH, and the FBI.

4) Contract with Inquiries Screening, Inc. to conduct research on behalf of the NSP and enter dispositional information into the PCH. In addition, the continued funding of four NSP staff to work in conjunction with this project to further efforts to ensure the quality, completeness, and availability of Nebraska's criminal history information.

5) Continuation of the Quality Assurance Improvement Program (QAIP) staff to assess each of Nebraska's 93 counties, resulting in more cohesive procedures to increase the timeliness, accuracy, and completeness of criminal history records.

6) Modernization of the statewide court system, Justice, in conjunction with the Administrative Office of the Courts and NIC Nebraska. The continued funding of the PCH/Justice coordinator position is crucial in driving this project forward and the continued development of the interface between Justice and PCH to improve criminal history information.

THIS PROGRAM AIMS TO IMPROVE THE NATION'S SAFETY AND SECURITY BY ENHANCING THE QUALITY, COMPLETENESS, AND ACCESSIBILITY OF CRIMINAL HISTORY RECORD INFORMATION; AND BY ENSURING THE NATIONWIDE IMPLEMENTATION OF CRIMINAL JUSTICE AND NON-CRIMINAL JUSTICE BACKGROUND CHECK SYSTEMS.
