Overview

Grant Description
The County of Orange will use the JAG funds to support cold case homicide investigations within the Orange County Sheriff's jurisdiction and the members of the homicide detail conduct thorough investigations of unsolved homicides.

The following disparate jurisdictions will use the JAG funds as follows:

Anaheim will incur overtime expenses for police officers to provide surge capacity staffing, security with roving patrols, and provide investigative and analytical support specially during the elections;

Buena Park will purchase crime scene processing equipment, breaching equipment, and camera equipment to enhance the ability to properly and thoroughly investigate crime scenes resulting from violent crimes;

Costa Mesa will purchase ballistic helmets for officers who are members of our Special Weapons and Tactics (SWAT) team as they respond to political rallies, polling place violence or disruptions and political unrest;

Fullerton will improve the ability to process DNA evidence by purchasing a walk-in freezer for increased long-term DNA evidence storage;

Garden Grove will purchase technology and software equipment to solve crimes by expediting the analysis of datasets including laptops, binoculars and licenses among others;

Huntington Beach plans to outfit a police mobile command vehicle (MVC) with advanced communication, control and emergency response equipment;

Irvine will use the funds to provide additional training for canine handlers and their canine partners;

La Habra will purchase forensic technology equipment to create the city's first real-time crime center and forensic laboratory to combat criminal activity and pursue criminals responsible for sexual exploitation on the internet;

Orange will purchase a mobile ballistic shield for patrol officers and tactical teams to provide protection from lethal threats during a variety of high-risk situations;

Santa Ana will incur overtime for increased crime suppression efforts in targeted areas and for supplies to prevent juvenile delinquency;

Placentia will use the JAG funds for overtime costs related to education and crime prevention efforts and for detective overtime hours to address criminal street and neighborhood gangs;

Tustin will purchase a critical event management system to enable the police department to quickly deploy the response teams and notify the public of disasters and critical events;

Westminster will fund a one part-time police records specialist position tasked with the collection and preparation of criminal cases for filing with the District Attorney.
Funding Goals
THE EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT (JAG) PROGRAM- LOCAL SOLICITATION ALLOWS UNITS OF LOCAL GOVERNMENT, INCLUDING TRIBES, TO SUPPORT A BROAD RANGE OF ACTIVITIES TO PREVENT AND CONTROL CRIME BASED ON THEIR LOCAL NEEDS. GRANT FUNDS CAN BE USED FOR LOCAL INITIATIVES, TECHNICAL ASSISTANCE, TRAINING, PERSONNEL, EQUIPMENT, SUPPLIES, CONTRACTUAL SUPPORT, AND INFORMATION SYSTEMS FOR CRIMINAL JUSTICE OR CIVIL PROCEEDINGS, INCLUDING FOR ANY ONE OR MORE OF THE FOLLOWING PROGRAM AREAS: 1) LAW ENFORCEMENT PROGRAMS; 2) PROSECUTION AND COURT PROGRAMS; 3) PREVENTION AND EDUCATION PROGRAMS; 4) CORRECTIONS AND COMMUNITY CORRECTIONS PROGRAMS; 5) DRUG TREATMENT AND ENFORCEMENT PROGRAMS; 6) PLANNING, EVALUATION, AND TECHNOLOGY IMPROVEMENT PROGRAMS; 7) CRIME VICTIM AND WITNESS PROGRAMS (OTHER THAN COMPENSATION); 8) MENTAL HEALTH PROGRAMS AND RELATED LAW ENFORCEMENT AND CORRECTIONS PROGRAMS, INCLUDING BEHAVIORAL PROGRAMS AND CRISIS INTERVENTION TEAMS; AND 9) IMPLEMENTATION OF STATE CRISIS INTERVENTION COURT PROCEEDINGS AND RELATED PROGRAMS OR INITIATIVES, INCLUDING BUT NOT LIMITED TO: MENTAL HEALTH COURTS; DRUG COURTS; VETERANS COURTS; AND EXTREME RISK PROTECTION ORDER PROGRAMS.
