Grant Description
The National Drug Court Institute, a division of the National Association of Drug Court Professionals (NADCP), seeks a total grant of $3.5 million for 24 months under BJAS FY2023 Adult Treatment Court Planning, Training, Technical Assistance, and Resources Center Initiative, Category 3: Adult Treatment Court Site-Based Technical Assistance.

NADCP is the world's premier training and technical assistance organization for justice system responses to substance use disorders, representing more than 35,000 multidisciplinary professionals and community leaders. For more than 29 years, NADCP has managed numerous federally funded TTA projects including BJAS Adult Drug Court TTA Program and Veterans Treatment Court TTA Program helping jurisdictions plan and implement evidence-based programs that improve public safety and address the underlying substance use disorders that often drive crime.

NADCP has provided TTA to more than 500,000 professionals in every U.S. state and territory and 22 foreign countries using a variety of methods rooted in adult learning theory, including online via its e-learning center (www.nadcp.org/e-learning-center/). In addition, NADCP has published over 75 professional monographs, journals, and issue-specific fact sheets and has had more than 800,000 visits to its resource-rich website (www.allrise.org). All TTA services are customized to the recipient's needs and are measured for impact and effectiveness.

The project's overarching goal is to provide support to adult treatment court grantees to ensure their programs are operating consistently with the treatment court model and adhering to the NADCP Adult Drug Court Best Practice Standards and the 10 Key Components of Drug Courts. Together, NDCI and NPC Research will achieve this goal by implementing the following objectives: (1) deliver TA to newly funded and existing grantees and the treatment court field at large; (2) develop individualized TA work plan for each grantee based on the application; (3) assign each grantee a TA coach to assess and identify its TA needs; (4) convene grantee and practitioner learning communities; (5) triage request from non-grantees; (6) provide training to increase referral, retention and graduation rates for the underserved populations; (7) develop training on diversity, equity, and inclusion assessment tool; (8) assist grantees with collection and submission of PMT data; (9) develop TA plan to address equity, inclusion, and access; (10) develop annual report based on fidelity assessments of the 10 Key Components; (11) modify the fidelity assessment tool; and (12) collaborate with BJA and TTA partners. All project activities will be tracked and reported to BJA as required.
Funding Goals
THE PURPOSE OF THE ADULT TREATMENT COURT PLANNING, TRAINING, TECHNICAL ASSISTANCE, AND RESOURCE CENTER INITIATIVE SOLICITATION IS TO PROVIDE A RANGE OF TRAINING AND TECHNICAL ASSISTANCE (TTA) RESOURCES, INFORMATION, AND FINANCIAL SUPPORT TO ADULT DRUG COURTS AND VETERANS TREATMENT COURTS, AS WELL AS THE STATEWIDE DRUG COURT COORDINATORS WHO LEAD THIS WORK IN THEIR STATE.
