Proposal Abstract

The Community Supervision Resource Center (CSRC) serves as a centralized hub for pretrial, probation, and parole supervision agencies around the country. Through the CSRC website, people in the community supervision field can access new research, share their innovations, or learn about training and funding opportunities.

The Center for Effective Public Policy, in partnership with the Center for Court Innovation, JustLeadershipUSA, the American Probation and Parole Association (APPA), the Association of Paroling Authorities International (APAI), and the National Association of Pretrial Services Agencies (NAPSA), manages the CSRC. The CSRC synthesizes and translates emerging research on supervision strategies, offers trainings and webinars, develops needed resources, offers technical assistance, and announces both private and public funding opportunities. A variety of subject matter experts contribute to the CSRC, ensuring that specific topics—such as violent crime, gender-responsive interventions, community violence interventions, and special populations—are addressed by the nation’s top experts in the respective fields.

CSRC training, technical assistance, and resources focus on a broad range of topics related to community supervision evidence-based practices, including an intentional focus on racial equity and centering the experiences of people and communities impacted by the criminal legal system, supervising those assessed as the highest risk to recidivate or engage in violence, and the role of supervision agencies in community violence initiatives. Through the CSRC, the tens of thousands of people working in this field are better equipped to succeed in their roles, and, ultimately, their ability to advance the field and improve individual, system, and societal outcomes is enhanced.
Funding Goals
TWO THIRDS OF PEOPLE UNDER CORRECTIONAL CONTROL ARE ON SUPERVISION IN THE COMMUNITY, YET MORE THAN HALF OF ALL PRISON ADMISSIONS IN 20 STATES RESULT FROM SUPERVISION VIOLATIONS. THESE VIOLATIONS ARE OFTEN TECHNICAL IN NATURE AND ARE NOT BECAUSE OF A NEW OFFENSE, OR AN IDENTIFIABLE RISK TO PUBLIC SAFETY. ACCORDING TO RESEARCH, MANY STATES KEEP PEOPLE ON COMMUNITY SUPERVISION FOR LENGTHS OF TIME THAT DO NOT LEAD TO LASTING IMPROVEMENTS TO PUBLIC SAFETY. THERE IS NO RESOURCE SPECIFICALLY FOCUSED ON THE UNIQUE RESPONSIBILITIES AND PERSPECTIVES OF COMMUNITY SUPERVISION AUTHORITIES - THOSE RESPONSIBLE FOR PRE-TRIAL, PROBATION, AND PAROLE - ON WHICH THEY CAN DRAW TO ACCESS INFORMATION, GUIDANCE, AND SUPPORT ON BEST PRACTICES OR EVIDENCE EMERGING FROM THE RESEARCH THAT WOULD STRENGTHEN AND MAKE THEIR WORK MORE EFFECTIVE. THE COMMUNITY RESOURCE CENTER (CRC) WILL ADDRESS THIS GAP BY SERVING AS A RESOURCE CENTER FIELD TO HELP THE FIELD TRANSLATE KNOWLEDGE INTO ACTION.THE CRC WILL SERVE AS A SOURCE OF INFORMATION, TRAINING, AND TECHNICAL ASSISTANCE (TTA) FOR SUPERVISION AGENCIES AND THOSE WITH WHOM THEY COLLABORATE. THEY WILL SYNTHESIZE AND TRANSLATE EMERGING RESEARCH AND EVIDENCE-BASED INFORMATION ON SUPERVISION STRATEGIES, ACTIVITIES, AND EVALUATIONS TO HELP AGENCIES APPLY AND OPERATIONALIZE THIS INFORMATION INTO THEIR DAILY PRACTICE IN ORDER TO ADVANCE THE FIELD AND IMPROVE INDIVIDUAL, SYSTEM, AND SOCIETAL OUTCOMES. THE CRC WILL ALSO ADMINISTER OPPORTUNITIES AND ASSISTANCE TO MEET THE NEEDS OF THE FIELD, SUCH AS INTENSIVE TTA AND SUBAWARDS. IN FY2022, THE CRC WILL PROVIDE INTENSIVE TTA TO A COHORT OF SELECTED SMALL AND/OR RURAL PROBATION AGENCIES.
