The NW3C economic, high-technology, white collar, and internet crime prevention national training and technical assistance (TTA) program proposal addresses the critical needs of U.S. criminal justice practitioners to effectively prevent, regulate, investigate, prosecute, and adjudicate all crimes involving electronic evidence using proper legal authority while safeguarding civil rights. The program supports law enforcement, regulators, prosecutors, and judges in all state, local, tribal, territorial, and underserved jurisdictions, including those with serious violent crime and high-crime challenges.

NW3C will use internal expert instructors and supporting partners to deliver training using multiple modalities. This includes traditional classroom and interactive live online classes, webinars, immersive online on-demand courses, and microlearning modules. New and updated curriculum development will address emerging issues, new technologies, trends affecting agencies, and other identified training needs.

NW3C technical assistance (TA) enhancements for criminal cases include upgraded online resources and customized TA engagements. To meet current and emerging needs, NW3C will create the Investigation and Prosecution Technical Assistance Hub (IPTAH) to provide customized off-site and on-site TA engagements. The innovative IPTAH model will provide start-to-finish TA including identifying, preserving, seizing, analyzing, and presenting third-party digital evidence, legal process and policy drafting, chain-of-custody, skilled fact expert and witness testimony, and prosecutorial strategy.

NW3C will continue to manage and maintain the Law Enforcement Cyber Center in partnership with the IACP and PERF, developing new instructional aids with private sector input. New and enhanced resources and instructional aids will cover case review, IoT, cyber-attacks and ransomware, improving policies and practices, criminal justice practitioner wellness, and other white collar crime information intended for prosecutors and judges.

NW3C will continue providing investigative TTA for Intellectual Property Theft Enforcement Program (IPTEP) task forces. NW3C will maintain and improve IPTheft.org; provide off-site and on-site TA and outreach; deliver training via multiple modalities; recruit, maintain, and use experts to assist agencies with TA needs; and provide TA in evidence-based practices in IP theft prevention, investigation, and prosecution.

NW3C will expand its Train-the-Trainer (T3) program by creating courses on digital evidence, financial crimes, and internet safety emphasizing high-crime and underserved areas. NW3C will work with private sector and academic partners to develop and deliver a T3 program to help the public securely use Wi-Fi networks.

NW3C will develop a diverse library of curricula for the judiciary explaining technology and cybersecurity using immersive multidisciplinary content. NW3C will deliver training to police leaders, prosecutors, and judges that respects their demanding schedules.
