Overview
Grant Description
To address the psychological toll of policing within the law enforcement community, the Howard C. Liebengood Foundation aims through this program is to create a nationwide infrastructure of policy recommendations, tools and programming focused on improved health, wellness and morale of law enforcement.
This will be accomplished through collaborative efforts uniting the full spectrum of experts, and study to identify what services and resources are most needed.
The proposed project aims to implement several efforts to support development of policy recommendations, best practices, assessment tools, a model policy and programming to improve the ability of law enforcement managers and the agency to enhance workplace health, wellness, and morale.
These efforts include:
HealthLink Law Enforcement Collaborative
The HealthLink Law Enforcement Collaborative will establish a collaborative network to promote and identify opportunities to expand access to culturally competent mental healthcare providers.
The network aims to increase awareness among medical healthcare providers about the mental and health risks within the law enforcement community and improve access to timely and appropriate psychological care and support.
This collaboration will include higher educational institutions, professional mental health and medical organizations, healthcare delivery organizations, insurance companies, public health organizations, and other stakeholders.
Law Enforcement Health Gap Analysis
The LEHGA program will identify service, resource, and resource gaps in mental and medical healthcare delivery and patient outcomes.
The program will assess potential barriers that may exist to accessing care and health and wellness resources as well as provide research support for the HealthLink Law Enforcement Collaborative, including health services and outcome data.
This program will serve to inform the overall work of the HCLF and its programs through research and data collection.
This research and data will be shared publicly and provided to all stakeholders.
The Annual Howard C. Liebengood Symposium
The annual HCL symposium will incorporate subject matter experts from multiple disciplines designed to facilitate education, idea and information exchange around specific health and wellness issues impacting the law enforcement community.
Host convenings of stakeholders across and within multiple disciplines and sectors to identify and discuss potential solutions.
Law Enforcement Organization Transformation and Development (LE-OTD) Program
The LE-OTD program will use best practices and evidence-based research to change law enforcement management and organizational development to enhance workplace health, wellness, and morale.
The program's design and development will be based on a collaboration of subject matter experts across multiple disciplines, including but not limited to law enforcement, change management, informatics, and organizational psychology.
The program will include policy recommendations, internal marketing and communications materials, consultancy services, supportive community networking and mentoring.

THE U.S. DEPARTMENT OF JUSTICE, OFFICE OF COMMUNITY ORIENTED POLICING SERVICES (COPS OFFICE, HTTPS://COPS.USDOJ.GOV) IS PLEASED TO ANNOUNCE THAT IT IS SEEKING APPLICATIONS FOR FUNDING FOR THEĀ [INSERT PROGRAM SPECIFIC OVERVIEW]
THE COPS OFFICE WELCOMES APPLICATIONS UNDER WHICH TWO OR MORE ENTITIES WOULD CARRY OUT THE FEDERAL AWARD; HOWEVER, ONLY ONE ENTITY MAY BE THE APPLICANT. ANY OTHER ENTITIES CARRYING OUT THE FEDERAL AWARD MUST BE IDENTIFIED AS PROPOSED SUBRECIPIENTS. THE APPLICANT MUST BE THE ENTITY THAT WOULD HAVE PRIMARY RESPONSIBILITY FOR CARRYING OUT THE AWARDS, INCLUDING ADMINISTERING THE FUNDING AND MANAGING THE ENTIRE PROJECT. THE TERMS AND CONDITIONS OF THE FEDERAL AWARD ARE ALSO APPLICABLE TO SUBRECIPIENTS.
