Cooperative Agreement

Overview

Grant Description
The Advanced Law Enforcement Rapid Response Training (ALERRT) at Texas State University will use FY23 PASS funding to provide training that meets the goals of the Protecting Our Lives By Initiating Cops Expansion (POLICE) Act under the COPS PASS program. ALERRT will deliver a national, innovative, original, cross-disciplinary active shooter training regimen geared toward law enforcement (including SROs), fire, emergency medical services (EMS), dispatchers, medical personnel, facility security, emergency management, and any other professionals who may reasonably be key to a successful integrated response to an active shooter/attack event.

Through this funding, ALERRT will deliver a total of 18,176 hours of training during the project period. This includes approximately 6,368 hours of our train-the-trainer format (40-hr classes), 3,408 hours of our basic class format (16-hr classes), and 8,400 hours of indirect support for agencies to perform in-house training. This scope of work will allow us to train up to 32,738 students and no less than 26,190 students.

These classes are also designed to bolster first responders engagement with their communities to better prepare for critical incident response. ALERRT will utilize proven train-the-trainer methodology to develop the capacity of the agencies to self-sustain the knowledge and skills that they develop. All training proposed here will be delivered at no cost to the trainees and their agencies.
