Grant Description
The Unified School District 500 (USD 500), Kansas City Kansas Public Schools (KCKPS) is applying on behalf of its own police department, the Kansas City Kansas Public Schools Police Department (KCKPS PD) for the Securely Equipped: Empowering School Safety Project.
The project scope includes the purchase of equipment necessary for the enhancement of the district's comprehensive school safety planning efforts, specifically two-way radios and related equipment (batteries, microphones, holders), metal detectors, and x-ray machines.
This equipment will enhance existing cooperation around (non-grant funded) activities including safety assessments, community violence prevention initiatives, coordinated training and continuing education, and a new standard emergency operations policy.
KCKPS has an existing, inter-local cooperation agreement with the KCKPS PD, and the Unified Government of Wyandotte County that outlines the jurisdiction and ongoing joint cooperative actions of the entities to protect the health, safety, and welfare of the students and faculty of the KCKPS (the beneficiaries).
Additional beneficiaries include law enforcement and school safety associates, the regional public safety network, and ultimately the at-large community of Wyandotte County, and Kansas City, Kansas.
**Project Goals:**
- Increase the capacity of KCKPS PD to implement strategies that improve the security of school district campuses.
- Ensure that KCKPS PD's communications infrastructure is interoperable with regional emergency responder/public safety networks.
**Desired Outcomes:**
- Improved information sharing and improved communication between law enforcement, law enforcement and school safety personnel, and between law enforcement and other emergency responders as indicated by the number and percentage of KCKPS PD officers who are issued a radio with the capacity to communicate on regional frequencies from (increase from 0% to 100% by June 2024).
- Accurate identification of danger and follow up.
- Increased number of weapons/contraband confiscated as indicated by incident data trends compared year-over-year.
- Increased school safety and sustainability planning efforts.
- Maintain a working x-ray machine and metal detector at 100% of student entrances in all KCKPS middle and high school buildings at all times.
- 85% of all building administrators report feeling confident they know how to utilize the EOP in an emergency, as indicated by a post-survey at the summer summit.
- 85% of all KCKPS PD officers report feeling more confident in their ability to enhance school safety because of the improved communications infrastructure and new technology, as indicated by surveys.

Funding Goals
THE U.S. DEPARTMENT OF JUSTICE, OFFICE OF COMMUNITY ORIENTED POLICING SERVICES (COPS OFFICE, HTTPS://COPS.USDOJ.GOV) ANNOUNCES A COMPETITIVE SOLICITATION FOR APPLICATIONS FOR THE COPS OFFICE FY 2023 SCHOOL VIOLENCE PREVENTION PROGRAM (SVPP). THE GOAL OF THIS PROGRAM IS TO IMPROVE SECURITY AT SCHOOLS AND ON SCHOOL GROUNDS THROUGH THE IMPLEMENTATION OF EVIDENCE-BASED SCHOOL SAFETY PROGRAMS AND TECHNOLOGY.
THE COPS OFFICE WELCOMES APPLICATIONS UNDER WHICH TWO OR MORE ENTITIES WOULD CARRY OUT THE FEDERAL AWARD; HOWEVER, ONLY ONE ENTITY MAY BE THE APPLICANT. ANY OTHER ENTITIES CARRYING OUT THE FEDERAL AWARD MUST BE IDENTIFIED AS PROPOSED SUBRECIPIENTS. THE APPLICANT MUST BE THE ENTITY THAT WOULD HAVE PRIMARY RESPONSIBILITY FOR CARRYING OUT THE AWARDS, INCLUDING ADMINISTERING THE FUNDING AND MANAGING THE ENTIRE PROJECT. THE TERMS AND CONDITIONS OF THE FEDERAL AWARD ARE ALSO APPLICABLE TO SUBRECIPIENTS.
ALL AWARDS ARE SUBJECT TO THE AVAILABILITY OF APPROPRIATED FUNDS AND ANY MODIFICATIONS OR ADDITIONAL REQUIREMENTS THAT MAY BE IMPOSED BY LAW.
