Overview
Grant Description
Purpose: The purpose of this grant is to implement the Hawaii Digital Equity Plan developed pursuant to the State Digital Equity Planning Grant Program.
Activities to be performed: The proposed project activities include: supporting the expansion of telehealth adoption and programs; assessing the landscape of programs that provide digital literacy training to incarcerated and post-incarcerated individuals, building capacity within existing programs; increasing access to internet-enabled devices, cybersecurity protections, and affordable broadband services that meet the needs of Hawaii's covered populations; establishing and expanding a statewide digital navigator training program in the use of a digital literacy curriculum; advancing digital literacy training customized to the culture, language, capabilities, and other unique characteristics of covered populations via digital literacy classes including cybersecurity.
Expected outcomes: The proposed projects will result in: better health outcomes for the community; supporting individuals, especially justice-involved individuals; individuals who have successfully navigated treatment, recovery, and re-entry into society; veterans who need access to benefits, health care, other social services, and other covered populations in transitioning effectively into and thriving in society; contributing to better economic outcomes and workforce opportunities for Hawaiian residents; increasing the adoption and effective use of internet resources and services, improving the quality of life for all Hawaiians.
Intended beneficiaries: Residents of the State of Hawaii and principally unserved and underserved covered populations statewide.
Subrecipient activities: The recipient does plan to subaward funds. The purpose is for implementing the DE Plan activities.

Funding Goals
TO PROVIDE FUNDS TO STATES AND U.S. TERRITORIES TO IMPLEMENT THE STATE DIGITAL EQUITY PLANS DEVELOPED PURSUANT TO THE STATE DIGITAL EQUITY PLANNING GRANT PROGRAM. THE STATE DIGITAL EQUITY CAPACITY GRANT PROGRAM NOFO ALSO ESTABLISHES A COMPETITIVE PROGRAM TO MAKE BOTH STATE DIGITAL EQUITY PLANNING GRANT PROGRAM FUNDS AND STATE DIGITAL EQUITY CAPACITY GRANT PROGRAM FUNDS AVAILABLE TO NATIVE ENTITIES TO CARRY OUT DIGITAL EQUITY AND INCLUSION ACTIVITIES CONSISTENT WITH THE DIGITAL EQUITY ACT.
