Grant Description
Description: The purpose of this RCRA grant workplan is to identify the work Ohio EPA will accomplish using the funding provided under CDFA number 66.801, Hazardous Waste Management State Program Support (EPA-CEP-02).

This agreement is for development and implementation of an authorized hazardous waste management program in the state of Ohio to control the generation, transportation, treatment, storage, and disposal of hazardous waste; to minimize hazardous waste production; and to protect health and the environment from inactive hazardous waste facilities.

Activities include permitting, corrective action, inspections, enforcement, computerized tracking, ensuring data quality, and pollution prevention outreach.

This will help to preserve and restore the land for the people of the state of Ohio by reducing waste generation and by managing hazardous wastes properly.

Ohio EPA's Hazardous Waste Program regulates 44 permitted treatment, storage, or disposal facilities: the management and treatment of hazardous waste from approximately 837 large quantity generators, 2,855 small quantity generators, approximately 12,373 very small quantity generators, and 447 used oil handlers.

Additionally, Ohio's Hazardous Waste Program assesses and requires cleanup of 300 pre-regulation contaminated sites, as well as 192 Resource Conservation and Recovery Act (RCRA) driven sites that managed hazardous waste.

Ohio's Hazardous Waste Program has responsibility for inspecting RCRA facilities that are no longer in the operating universe to ensure they are meeting compliance requirements.

Subrecipient: No subawards are included in this assistance agreement.

Outcomes: Anticipated deliverables and expected outcomes are accomplished by Ohio EPA's Hazardous Waste Program to: achieve RCRA corrective action goals; complete hazardous waste facility permitting and closure actions in accordance with GPRA goals and state regulatory/statutory requirements; conduct inspection; enforcement; manage RCRA info and rule/program development.

Scheduled deliverables are December 30, 2024 - Federal Fiscal Year 2024 (FFY24) end summary report to U.S. EPA.

January 2025 - FFY24 year-end conference call or face-to-face meeting with U.S. EPA.

This meeting will review the year-end summary report findings and provide feedback on programmatic issues.

March 30, 2025 - Mid-year report to U.S. EPA on RCRA accomplishments and progress on Federal Fiscal Year goals.

September 15, 2025 - RCRA corrective action accomplishments into RCRAInfo.

September 30, 2025 - End of Federal Fiscal Year 2025.

The intended beneficiaries are the state of Ohio.
