Overview
Grant Description
Purpose: The purpose of this grant is to implement the Connecticut Digital Equity Plan developed pursuant to the State Digital Equity Planning Grant Program.
Activities to be performed:
Digital Navigator Pilots: Two (2) intensive programs, one in an urban and another in a more rural setting, to provide digital navigation services.
Quantitative and qualitative outcomes gathered by the summer of 2025 will inform the longer-term digital inclusion work in our state.
Digital Equity Collaboratives: The creation of six (6) digital equity collaboratives through the states regional education service centers (RESCs).
Each will serve as a critical planning partner, host of quarterly stakeholder meetings and training, and partner in the development of digital navigator best practices and curriculum.
Digital Equity Curriculum: Ensures consistent and measurable program delivery.
Topics will include basic digital literacy as well as online safety, digital citizenship, information literacy, and use of artificial intelligence (AI) tools.
Navigator Subgrants: Funds community-based organizations for digital navigator work through a transparent application, vetting, and award process, fidelity of program delivery, and thorough tracking of outcomes.
Asset Map: A searchable database that identifies and categorizes resources to support all aspects of digital equity (internet access, devices, training, and technical support).
Program Evaluation: Cross-program evaluation to assess the effectiveness of initiatives designed to bridge the digital divide across the state.
Expected Outcomes: The proposed projects will result in improved digital literacy and navigation skills among residents, increased knowledge of online safety, digital citizenship, information literacy and AI use as well as an asset map database of all available resources.
Intended Beneficiaries: Residents of the State of Connecticut and principally unserved and underserved covered populations statewide.
Subrecipient Activities: The recipient does plan to subaward funds.

TO PROVIDE FUNDS TO STATES AND U.S. TERRITORIES TO IMPLEMENT THE STATE DIGITAL EQUITY PLANS DEVELOPED PURSUANT TO THE STATE DIGITAL EQUITY PLANNING GRANT PROGRAM. THE STATE DIGITAL EQUITY CAPACITY GRANT PROGRAM NOFO ALSO ESTABLISHES A COMPETITIVE PROGRAM TO MAKE BOTH STATE DIGITAL EQUITY PLANNING GRANT PROGRAM FUNDS AND STATE DIGITAL EQUITY CAPACITY GRANT PROGRAM FUNDS AVAILABLE TO NATIVE ENTITIES TO CARRY OUT DIGITAL EQUITY AND INCLUSION ACTIVITIES CONSISTENT WITH THE DIGITAL EQUITY ACT.
