Grant Description
Purpose: The purpose of this grant is to implement the Colorado Digital Equity Plan developed pursuant to the State Digital Equity Planning Grant Program.
Activities to be performed: The proposed project activities include: creation of regional, cross-sector digital inclusion coalitions to elevate the voices of covered populations and identify/prioritize community needs for funding; a Digital Inclusion Innovation Lab; internet discount programs and cybersecurity services; support existing, new and emerging Digital Navigator programs; explore a statewide ecosystem of device refurbishing, technical support, and recycling to increase device availability, affordability, and usability.
Expected outcomes: The proposed projects will result in: increased number of digital inclusion coalitions and the number of individuals accessing discounted internet service; increased number of individuals in covered populations that can accomplish an online task following an appointment with a Digital Navigator; increased number of Coloradans having the connection, devices, and skills to navigate the internet safely to remain connected to their communities and fully participate in our digitally-driven society.
Intended beneficiaries: Residents of the State of Colorado and principally unserved and underserved covered populations statewide.

TO PROVIDE FUNDS TO STATES AND U.S. TERRITORIES TO IMPLEMENT THE STATE DIGITAL EQUITY PLANS DEVELOPED PURSUANT TO THE STATE DIGITAL EQUITY PLANNING GRANT PROGRAM. THE STATE DIGITAL EQUITY CAPACITY GRANT PROGRAM NOFO ALSO ESTABLISHES A COMPETITIVE PROGRAM TO MAKE BOTH STATE DIGITAL EQUITY PLANNING GRANT PROGRAM FUNDS AND STATE DIGITAL EQUITY CAPACITY GRANT PROGRAM FUNDS AVAILABLE TO NATIVE ENTITIES TO CARRY OUT DIGITAL EQUITY AND INCLUSION ACTIVITIES CONSISTENT WITH THE DIGITAL EQUITY ACT.
