Description:
This agreement is for the development and implementation of an authorized hazardous waste management program in the state of Ohio. The program aims to control the generation, transportation, treatment, storage, and disposal of hazardous waste, minimize hazardous waste production, and protect health and the environment from inactive hazardous waste facilities. Activities include permitting, corrective action, inspections, enforcement, computerized tracking, ensuring data quality, and pollution prevention outreach. This program will help preserve and restore the land for the people of the state of Ohio by reducing waste generation and managing hazardous wastes properly.
Activities:
The activities required by this grant are accomplished by Ohio EPA's Hazardous Waste Program. Ohio EPA's Hazardous Waste Program regulates 44 permitted treatment, storage, or disposal facilities. It manages and treats hazardous waste from approximately 678 non-retail/pharmacy large quantity generators, 2,736 small quantity generators, approximately 12,336 very small quantity generators, and 427 used oil handlers. Additionally, Ohio's Hazardous Waste Program assesses and requires cleanup of 300 pre-regulation contaminated sites, as well as 150 Resource Conservation and Recovery Act (RCRA) driven sites that managed hazardous waste. Ohio's Hazardous Waste Program also has the responsibility of inspecting RCRA facilities that are no longer in the operating universe to ensure they are meeting compliance requirements.

No subawards are included in this assistance agreement.
Outcomes:
Anticipated deliverables and expected outcomes are accomplished by Ohio EPA's Hazardous Waste Program to achieve RCRA corrective action goals, complete hazardous waste facility permitting and closure actions, conduct inspections, enforce environmental laws, and manage RCRA info and rule/program development.
Scheduled deliverables are:
- January 2023: FFY22 year-end conference call with US EPA. This meeting will review the year-end summary report findings and provide feedback on programmatic issues.
- March 30, 2023: Mid-year report to US EPA on RCRA accomplishments and progress on federal fiscal year goals.
- September 15, 2023: RCRA corrective action accomplishments into RCRAINFO.
- September 30, 2023: End of federal fiscal year 2023.
