Grant Description
Description: This action approves funding in the amount of $4,000,000 to City of Ashland, Kentucky, to pay for professional engineering services to implement its project to upgrade aged assets throughout City of Ashland's wastewater treatment plant as directed in the 2024 Consolidated Appropriations Act or as identified in an approved technical correction if one has been approved for this project.
Activities: The activities to be performed include the design of wastewater treatment plant improvements.
Workplan activities consist of increasing peak flow treatment capacity, refurbishment or replacement of aged assets throughout the facility, address anticipated nutrient removal requirements, eliminate use of chlorine gas disinfection, and modernize controls and instrumentation through the design of the following: new administration building with laboratory and maintenance space; new headworks building with mechanical screening, grit removal, flow metering, and wet weather flow control diversion; new liquid-hauled waste receiving station; new mixed liquor splitter box; new blower building and electrical room; new final clarifiers splitter box; new 111-ft diameter circular final clarifiers (3); new return activated sludge (RAS)/waste activated sludge (WAS) pumping station; new scum pumping station; new dewatering building with two centrifuges and appurtenances; new non-potable water distribution system with a new process water building housing three vertical turbine pumps and a hydro-pneumatic tank; conversion of two existing carousel basins to four 4-stage process tanks; conversion of existing disinfection system from chlorine gas to peracetic acid disinfection; conversion of two existing gravity thickeners to leachate storage tanks; conversion of three existing rectangular clarifiers into excess flow storage tanks; conversion of one existing rectangular clarifier into the sludge storage tank with associated aeration, decanting, and pumping equipment.
Subrecipient: No subawards are included in this assistance agreement.
Outcomes: The anticipated deliverables include design of new structures, modifying existing processes, and oversight of construction and installation of new equipment.
The expected outcomes include elimination or capture of the treatment of 91% (above the 85% required by the Combined Sewer Overflow (CSO) policy) by volume of the combined sewage collected in the combined sewer system during precipitation events on a systemwide annual basis.
Expanding the wet weather treatment capacity of the plant and upgrading equipment will allow the plant to be able to accept additional combined sewer flow during wet weather events and reduce the volume of polluted CSOs discharged to the Ohio River.
The intended beneficiaries include the population of Ashland and other cities immediately downstream of Ashland.
