Grant Description
Description: This agreement provides funding to the City of Norman's Water Reclamation Facility upgrades project for current and future treatment needs and potable reuse efforts through centrifuge and blower replacement, lab improvements, and new maintenance.
This funding was appropriated in the 'FY2024 Consolidated Appropriations Act' (P.L. 118-42).
This proposed project complies with Pillar 1 - Clean Air, Water and Land under EPA's Powering the Great American Comeback Initiative.
Activities: The activities to be performed include the execution and implementation of a wastewater infrastructure construction project.
Work plan activities consist of: 1) Water Reclamation Facility, 2) upgrades for current and future treatment needs and potable reuse efforts, 3) centrifuge and blower replacement, 4) laboratory expansion, and 5) construction of a new maintenance building.
Subrecipient: No subawards are included in this assistance agreement.
Outcomes: The anticipated deliverables include: 1) completion of designs for blowers, lab, and maintenance building and 2) contracts for the procurement, installation, and/or construction of blowers, lab, and maintenance building.
Expected outcomes include:
- Sufficient firm and reliable aeration blower capacity to meet plant aeration demands during all seasons and better enable future reuse initiatives
- A laboratory sized, laid out, and outfitted to accommodate all testing required by current and foreseeable future regulatory requirements including potential reuse requirements
- The replacement and/or upgrade of building systems that have reached the end of their useful lives to meet current standards
- A dedicated, pre-engineered maintenance building constructed within the footprint of former sludge drying pads thereby not impacting existing green spaces
The intended beneficiaries include the residents and businesses being served by the Norman Water Reclamation Facility.
Milestone schedule: Phase I - Norman WRF blower replacement (design contract award (actual): August 8, 2023; design complete (actual): April 24, 2024; bid opening (actual): May 30, 2024; contract award (actual): July 9, 2024; final completion (projected): March 24, 2026).
Phase II - Norman WRF laboratory improvements and new maintenance building: design contract award (actual): June 8, 2021; design complete (projected): November 1, 2025; bid opening (projected): December 18, 2025; contract award (projected): January 27, 2026; final completion (projected): June 30, 2027.
