Grant Description
Description: The agreement provides funding under the Inflation Reduction Act (IRA) to North Central Texas Council of Government (NCTCOG) to replace in-use, non-zero-emission heavy-duty vehicles with new zero-emission vehicles to reduce air pollution and greenhouse gas emissions in EPA Region 6.
The recipient will replace 234 eligible vehicles with comparable, eligible zero-emission vehicles under the vocational vehicles sub-program, resulting in cleaner air and improved health for the communities in Texas.
Activities: The activities include replacing eligible internal combustion engine Class 6 and Class 7 vehicles with eligible zero-emission vehicles (ZEV); purchasing, installing, operating, and maintaining charging and fueling equipment to maintain the new zero-emission vehicles; and providing workforce development and training to support the maintenance, charging, fueling, and operation of the new zero-emission vehicles.
Subrecipient: No subawards are included in this assistance agreement.
Outcomes: The anticipated deliverables include:
- Replacement of existing internal combustion engine (ICE) vehicles with ZEVs
- Development of region-specific ZEV workforce development plan
- An estimated 234 replaced ICE vehicles across an estimated 40 fleets
- Installation of supporting infrastructure as needed, including up to 208 EVSE and 6 hydrogen refueling stations
- Reduced idling through electrification
- Creation of a workforce development plan
- 12 first responder trainings
- 3 informational webinars on ZEV for fleets
The expected outcomes include approximately 38 tons of nitrogen oxide (NOX), 2 tons of particulate matter with a diameter of 10 micrometers or less (PM10), 2 tons of PM 2.5, and 10,000 tons of greenhouse gas (GHG) reduced annually, and improved ambient air quality in communities the vehicles operate.
- Reduced exposure to ICE exhaust for ~234 vehicle drivers and other supporting personnel
- Improved public health due to reduced criteria pollutants/noise pollution, improved water and soil quality from reductions in gasoline or diesel fuel spills
- Increased ZEV workforce programs for operating and maintaining ZEV/infrastructure
- Increased public awareness of the environmental and economic effectiveness of ZEVs
- Development of the heavy-duty ZEV market in North Texas
The intended beneficiaries include people in non-containment areas in 16 counties in Texas.
