Grant Description
Description: The agreement provides funding under the Inflation Reduction Act (IRA) to Livingston Parish School Board to replace in-use, non-zero-emission heavy-duty vehicles with new zero-emission vehicles to reduce air pollution and greenhouse gas emissions in EPA Region 6.
The recipient will replace 20 eligible vehicles with comparable, eligible zero-emission vehicles under the School Bus Sub-Program, resulting in cleaner air and improved health for the communities in Livingston Parish, LA and surrounding areas.
Activities: The activities include replacing eligible internal combustion engine Class 6 and Class 7 vehicles with eligible zero-emission vehicles; purchasing, installing, operating, and maintaining charging and fueling equipment to maintain the new zero-emission vehicles; and providing workforce development and training to support the maintenance, charging, fueling, and operation of the new zero-emission vehicles.
Subrecipient: No subawards are included in this assistance agreement.
Outcomes: The anticipated deliverables include:
1) Replace 20 internal combustion buses with 20 Type C electric buses.
2) Total of 20 DCFC electric vehicle charging stations to be installed at Livingston's primary fleet site.
3) To coordinate and lead multiple organized community events to focus on the arrival of 20 electric school buses to the parish.
4) Fully train up to 16 Huntley employees and relevant community members (i.e. first responders) on the new electric vehicles.
5) Approximately $105,000 spent on fuel per year for the 20 diesel buses to be eliminated.
The expected outcomes and intended beneficiaries include: 1,400 children transported on clean vehicles on a daily basis throughout the school year.
Annual emissions reduction = total 290 tons of GHG and 1.434 tons of NOx eliminated, with accurate clean miles exported from the telematic onboard solution.
Lifetime (approx. 15 years) emissions reduction = a total of 4,350 tons of (GHG) emissions and 21.51 tons of NOx to be eliminated, accurately measured by the telematic onboard solution, which will track the clean miles traveled.
The elimination of GHG emissions, and introduction of zero emission technologies is crucial for the well-being of children, as their lungs are more vulnerable.
By reducing GHG emissions, we can decrease the occurrence of asthma, chronic respiratory distress, and other lung diseases caused by diesel exhaust and promote student attendance and academic achievement.
Short term: Increased awareness of sustainable transportation, community acceptance and enthusiasm, media coverage, and stakeholder buy-in.
Long term: Normalization of electric vehicle transportation, educational opportunities, standardization of ZE vehicle transition path, and policy advocacy.
Livingston will document attendance at community events to measure the increased public awareness of the clean heavy-duty vehicle grants.
A safer environment for the students who ride our buses and community members who share the road with them, as well as an informed workforce prepared for future electrification projects.
Annual cost savings - $105,000. Lifetime cost savings: $1,575,000.
