This agreement provides funding from the Infrastructure Investment and Jobs Act (IIJA). EPA's Solid Waste Infrastructure for Recycling (SWIFR) grants for political subdivisions of states and territories will fund activities that will result in a significant decrease in the generation of municipal solid waste (MSW) and/or an increase in the diversion of MSW from landfills and incineration, as well as fund innovative solutions and programs that provide or increase access to prevention, reuse, mechanical recycling, anaerobic digestion, and composting.
The purpose of this award is to enhance the City of New Orleans efforts to meet the SWIFR grants elements. Specifically, the City of New Orleans will purchase approximately 83,000 recycling carts, partially pay for education and outreach around those carts, and fund consulting services to support the city in developing a comprehensive solid waste master plan.
Activities:
The activities to be performed are purchasing approximately 83,000 recycling carts, partially paying for education and outreach around those carts, and funding consulting services to support the city in developing a comprehensive solid waste master plan.
Subrecipient:
The City is requesting $312,000 to sub-award to the Recycling Partnership to develop and disseminate education and outreach for this project. The Recycling Partnership will be co-granting an additional $156,000 towards this effort for a total of $468,000. The Recycling Partnership is eligible for a subaward as a nonprofit organization as outlined in Appendix A of EPA's subaward policy, and the subaward will be properly awarded consistent with the applicable regulations in 2 CFR Part 200.
Outcomes:
The anticipated deliverables include providing the residents of New Orleans approximately 83,000 new recycling carts, education materials for those new carts, and a comprehensive solid waste master plan for the City of New Orleans. The expected outcomes include increasing the recycling accessibility for the residents of New Orleans, and having a solid waste master plan for the City of New Orleans to implement. The intended beneficiaries include the residents of the City of New Orleans.
