Description:
This agreement funds the recipient's program to conduct the remedial action at the Tar Creek Operable Unit 4 (OU4) hazardous waste site, which is listed on the National Priorities List (NPL) of the National Oil and Hazardous Substances Contingency Plan.

Activities:
The activities to be performed include the following site-specific actions:
- Mass removal of chat features on unrestricted sites within the Tar Creek Superfund site (site).
- ODEQ is proposing to conduct remedial action (RA) activities at unrestricted sites within the Tar Creek Superfund site. ODEQ is proposing to conduct all the necessary activities that would necessitate the mass removal of approximately 1,600,000 tons of source material (i.e., chat piles, chat bases, and bull-rock) from unrestricted sites.

No subawards are included in this assistance agreement.

Outcomes:
Anticipated outcomes, expected deliverables and intended beneficiaries include:
Schedule of Deliverables
Project deliverables will be both administrative and technical in nature. Technical and administrative deliverables will include:
- ODEQ will submit quarterly reports to the EPA-designated project officer and remedial project manager on the progress made toward the individual work plan tasks along with the financial status reports. This will be submitted within 60 days of the end of each federal quarter.
- ODEQ will review and approve site specific project plans submitted by the contractor/consultant.
- ODEQ will review, approve, and process payment of project invoices.
- ODEQ will travel to the project site and attend any site meetings concerning the project.
- ODEQ will submit all other certifications and forms required to successfully administer and close-out this EPA cooperative agreement.
- ODEQ will update the Tar Creek sitewide CIP if necessary. Any changes to the site-wide community involvement plan (CIP) will be submitted to EPA for review.
- ODEQ will conduct weekly calls with the project contractor and consultant to report on issues and progress.
- ODEQ will schedule a pre-final and final walkthroughs with the landowners and contractor prior to close-out. EPA will be invited to participate in the walk-through.
- ODEQ will submit a remedial action report (RAR) drafted by the contractor and approved by ODEQ. The RAR will document the successful completion of all work plan and remedial tasks. The RAR will summarize work outputs and outcomes and will be completed by the contractor within 120 days of the completion of the project. This 120-day submittal includes 30 days for draft and submission by the contractor to ODEQ, 30 days for ODEQ review and approval, 30 days for EPA review, and 30 days for ODEQ to address any comments provided by EPA.
- ODEQ will oversee the contractor and is ultimately responsible for the overall success of the project and the quality of the work product.
