Description:
Brownfields are real property, the expansion, development, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. This agreement will provide funding under the Infrastructure Investment and Jobs Act for the City of Oklahoma City to re-capitalize a revolving loan fund as authorized by CERCLA 104(K)(5)(A)(II) in the City of Oklahoma City, Oklahoma.

Activities:
This agreement will provide funding for the recipient to re-capitalize a revolving loan fund from which to make loans and subgrants to clean up brownfield site(s) and conduct other necessary activities to prudently manage the revolving loan fund (RLF). Additionally, the recipient will competitively procure (as needed) and direct a qualified environmental professional to oversee the environmental site activities. The recipient will also create a community involvement plan and administrative record for each site that is remediated. The recipient will report on program income, interim progress, and final accomplishments by completing and submitting relevant portions of the Property Profile Form and Brownfields RLF Form using the Environmental Protection Agency's Assessment, Cleanup, and Redevelopment Exchange System (ACRES).

Outcomes:
The recipient will issue several loans to remediate brownfield site(s). The Brownfields Program has identified approximately 136 potential sites in the NRSA and/or Opportunity Zone and will work to see if these need funding throughout the grant period. All other projects will be considered as they develop. This grant funding is expected to provide both direct and indirect benefits. It will directly satisfy an underlying goal of the Brownfields Program - to clean sites up. Indirectly, clean sites can provide community benefit such as greenspace or promote an opportunity for redevelopment. Redevelopment typically leads to economic growth, which helps further support stability and employment in the community.

Staff:
Staff anticipates attending existing advisory board meetings, public meetings, and organizational meetings to interact with community partners and stakeholders for agenda items that pertain to brownfields sites. In an active community, tying into existing meetings increases participation from stakeholders to effectively achieve meaningful community engagement. The number of meetings will be based on the needs of the community. Staff will also review technical documents such as analysis of brownfield cleanup alternatives and submit approximately 20 quarterly reports. Work conducted under this agreement will benefit the residents, business owners, and stakeholders in and near Oklahoma City, Oklahoma.
