Description:
Brownfields are real property, the expansion, development, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. This agreement will provide funding under the Infrastructure Investment and Jobs Act (IIJA) (PL 117-58) for the New Mexico Environment Department Ground Water Quality Bureau Brownfields/Voluntary Remediation Program to conduct eligible assessment-related activities as authorized by CERCLA 104(K)(5)(A)(II) in the state of New Mexico and near target area(s) Bloomfield, Santo Domingo Pueblo, Espanola, Acoma Pueblo, and Tucumcari, New Mexico.
Activities:
This agreement will provide funding for the recipient to re-capitalize a revolving loan fund from which to make loans and subgrants to clean up brownfield site(s) and conduct other necessary activities to prudently manage the RLF. Additionally, the recipient will competitively procure (as needed) and direct a qualified environmental professional to oversee the environmental site activities and will create a community involvement plan and administrative record for each site that is remediated. The recipient will report on program income, interim progress, and final accomplishments by completing and submitting relevant portions of the Property Profile Form and Brownfields RLF Form using EPA's Assessment, Cleanup, and Redevelopment Exchange System (ACRES).
Subrecipients:
1) Aerex, Bloomfield (Subgrant) - Clean up hydrocarbon soil contamination. Cost: $500,000
2) Santo Domingo CC Housing, Santo Domingo Pueblo (Subgrant) - Clean up hydrocarbon, metals, pesticides, and dioxane contamination in soil. Cost: $508,346
3) McCurdy Schools of Northern New Mexico, Espanola (Subgrant) - Clean up asbestos-containing materials and lead-based paint in buildings. Cost: $300,000
4) Acomita Day School, Acomita Pueblo (Subgrant) - Clean up asbestos-containing materials and lead-based paint in buildings. Cost: $250,000
5) Pecos Community Pool, Village of Pecos (Subgrant) - Clean up hydrocarbon contamination in soil, asbestos-containing materials in buildings. Cost: $200,000
Loans to be determined. Cost: $1,750,000
The budget includes $3,508,346, which will be allocated not more than 50% to subawards and the remainder to loans.
Outcomes:
The recipient will/is looking to determine the potential of giving loan(s) out for funding the remediation of 5-6 brownfield site(s) and 5 subgrants to remediate 5-6 brownfield site(s). They anticipate holding quarterly community meetings, finalizing 4 analyses of brownfield cleanup alternatives, conducting 5-6 sites Phase III (cleaned up(s)), leveraging anticipated 10:1 dollars, creating anticipated 20 construction jobs and 10 permanent jobs per site, and submitting 20 quarterly reports. Work conducted under this agreement will benefit the residents, business owners, and stakeholders in the state of New Mexico and near target area(s) Bloomfield, Santo Domingo Pueblo, Espanola, Acoma Pueblo, and Tucumcari, New Mexico.
