Description:
This agreement funds the recipient's program to conduct remedial action at the McGaffey and Main Hazardous Waste Site, which is listed on the National Priorities List (NPL) of the National Oil and Hazardous Substances Contingency Plan.

Activities:
The activities to be performed include the following site-specific actions:

McGaffey and Main RA (SAGW PANDT) activities support EPA and NMED's goal to preserve and restore land by using innovative waste management practices and cleaning up contaminated properties to reduce risks posed by releases of harmful substances. McGaffey and Main RA activities will also contribute to controlling risks to human health and the environment by ensuring selected remedies address and mitigate the impact of accidental or intentional releases and clean up and restore contaminated sites or properties to appropriate clean-up levels. NMED staff will evaluate proposed and implemented remedies to ensure that contaminated sites do not pose threats to human health and the environment and allow for the reuse of the land. This agreement enables NMED to participate and lead the SAGW construction and operation to ensure that human exposure to Superfund hazardous waste sites is minimized through the cleanup of contaminated groundwater at the site source area.

Outcomes:
Anticipated outcomes, expected deliverables, and intended beneficiaries include:

NMED will provide EPA with financial status and project progress reports. These reports will detail expenditures and discuss the specific activities conducted in the performance of RA at the site. The schedule for submittal of these reports will be specified by EPA. Technical deliverables include but are not limited to health and safety plans, construction quality assurance project plans, sampling plan and operations and maintenance plan, monthly reporting, inspection reports, interim remedial action completion reports, semiannual groundwater monitoring reports, FY24 and FY25 annual comprehensive groundwater monitoring reports, and City of Roswell wastewater discharge permit. These reports will generally be prepared by NMED's contractor; groundwater monitoring reports may or may not be prepared by NMED. NMED and EPA will provide comments on draft deliverables for incorporation prior to finalization.
