Description:
This action approves an award in the amount of $1,819,600.00 to the North Carolina Department of Environmental Quality to support the implementation of the Comprehensive Conservation and Management Plan (CCMP) and strategic plan to improve water quality, protect the natural habitat and living resources, and support sustainable human uses within the Albemarle-Pamlico. Assessment and planning projects that involve climate change vulnerability assessments, community resilience and adaptation plans, or hazard mitigation plans; restoration, water infrastructure, green infrastructure, stormwater management, and nonpoint source projects that prioritize innovative climate adaptation, hazard mitigation, and resilience solutions; projects focused on climate-related research, including those that measure, monitor, and increase carbon sequestration; projects focused on climate-related outreach and education.

Activities:
The activities to be performed include establishing water quality standards, identifying polluted waters and developing plans to restore them (Total Maximum Daily Loads), permitting discharges of pollutants from point sources (National Pollutant Discharge Elimination System permits), addressing diffuse, nonpoint sources of pollution, protecting wetlands, protecting coastal waters through the National Estuary Program, protecting large aquatic ecosystems.

Outcomes:
Outputs and outcomes include waters are safe for personal contact, designated surface and groundwater supplies are safe for human consumption, surface hydrologic regimes sustain regulated human uses, fish and game are safe for human consumption, opportunities for recreation and access to public lands and waters are protected and enhanced. The biodiversity, function, and populations of species in aquatic, wetland, and upland communities are protected, restored, or enhanced, the extent and quality of upland, freshwater, estuarine, and near-shore marine habitats fully support biodiversity and ecosystem function, non-native invasive species do not significantly impair native species' viability or function, nor impair habitat quality, quantity, and the processes that form and maintain habitats. Citizens of the state of North Carolina will be the intended beneficiaries.
