Description:
This agreement will provide funding under the Infrastructure Investment and Jobs Act for the City of Atlanta, Georgia, to re-capitalize a revolving loan fund (RLF) as authorized by CERCLA 104(k)(3). This action approves an award in the amount of $3,900,000 to the City of Atlanta to provide funding for the recipient to re-capitalize a revolving loan fund from which to make loans and subgrants to clean up brownfield site(s) and conduct other necessary activities to prudently manage the RLF.

Activities:
This agreement will provide funding for the recipient to re-capitalize a revolving loan fund from which to make loans and subgrants to clean up brownfield site(s) and conduct other necessary activities to prudently manage the RLF. Additionally, the recipient will competitively procure (as needed) and direct a qualified environmental professional to oversee the environmental site activities. The recipient will also create a community involvement plan and administrative record for each site that is remediated. The recipient will report on program income, interim progress, and final accomplishments by completing and submitting relevant portions of the Property Profile Form and Brownfields RLF Form using EPA's Assessment, Cleanup and Redevelopment Exchange System (ACRES).

Subrecipient:
The City of Atlanta will use grant funds to cleanup and/or remediate five (5) brownfield sites using two (2) subgrants and three (3) loans. Once the sites are cleaned up and/or remediated, the sites will be redeveloped and/or repurposed into:
1) An 80-acre Atlanta Housing Authority site with 2000 affordable housing units and an environmental education center.
2) A new 20-acre riverfront park.
3) Redevelopment of a former railcar manufacturing site into a mixed-use site with 500 jobs.
4) Construction of affordable housing.
5) Reopening of a 40-acre park.

Outcomes:
The recipient anticipates working in targeted brownfields areas in the City of Atlanta and will use grant funds to cleanup and/or remediate five (5) brownfield sites using subgrants and loans. The recipient also anticipates holding ten (10) (minimum) community meetings, finalizing five (5) Analysis of Brownfield Cleanup Alternatives (ABCAs)/cleanup plans, and submitting twenty (20) quarterly reports. Work conducted under this agreement will benefit the residents, business owners, and stakeholders in targeted brownfields areas in and near the City of Atlanta, Georgia. Targeted brownfields areas include Groundwork Atlanta Chattahoochee Riverfront, Proctor Creek Watershed, Southwest Atlanta Area Wide Plan, Atlanta Beltline, and targeted area redevelopment corridors/priority economic development areas. Expected outcomes include redevelopment of an 80-acre Atlanta Housing Authority site with 2000 affordable housing units and an environmental education center, a new 20-acre riverfront park, redevelopment of a former railcar manufacturing site into a mixed-use site with an estimated 500 jobs, construction of affordable housing, and the reopening of a 40-acre park. Intended beneficiaries are communities where jobs are needed and additional affordable housing and access to parks and greenspace are needed for sustainable economic equity and improved health.
