Description:
This action approves an award in the amount of $1,130,400 to the Tennessee Department of Environment and Conservation. This agreement provides assistance to the state's leaking underground storage tank (LUST) program. The main objectives of the LUST corrective program are to investigate suspected petroleum releases and to perform corrective action on these releases, such as assessment, remediation, and enforcement.

Activities:
Major activities include investigating suspected petroleum releases, overseeing and enforcing corrective action by owners or operators, and performing direct corrective action activities when those owners or operators are unknown, unwilling, or unable to perform those activities themselves. Activities/outputs performed include, but are not limited to, implementing corrective actions to determine the source and extent of contamination at underground storage tank (UST) sites. Another activity is to recover costs from responsible parties who are unwilling to pay for the cleanups. Investigative reports are reviewed to determine the necessity for additional investigation and cleanup. The recipient will work towards reducing its backlog of leaking underground storage tank cleanups by 40, which will lead to the protection of the environment and, subsequently, the public.

No subawards are included in this assistance agreement.

Outcomes:
The anticipated deliverable is the cleanup data which will be entered into the LUST4 system. The primary outcome is a reduction in the backlog of UST releases for which cleanups have not yet been completed. Other expected outcomes/results include, but are not limited to, controlling the risks to human health and the environment at contaminated sites by mitigating the impacts of accidental or intentional releases, and by cleaning up, stabilizing, and restoring contaminated sites to appropriate levels to make land ready for reuse. Intended beneficiaries of this grant are citizens of Tennessee.
