Description:
This agreement provides funding for the operation of the State of Alaska's continuing environmental programs while giving it greater flexibility to address its highest environmental priorities, improve environmental performance, achieve administrative savings, and strengthen the partnership between the state and EPA. This agreement funds state continuing environmental programs for water pollution control, water quality monitoring, and nonpoint source management programs.

Activities:
The activities to be performed will support ongoing water quality standards, water quality assessment, waterbody restoration and protection, clean water program, and compliance and enforcement efforts.

Subrecipient:
Subawards will be made to conduct water quality monitoring projects, which augment State of Alaska resources and expand monitoring, assessment, restoration, protection, and education on Alaska Clean Water Actions (AWCA) priorities.

Outcomes:
The anticipated deliverables include mid-year and end-of-year status updates on funded initiatives; annual report to the Board of Forestry; water quality data entered into the EPA Water Quality Portal; current and accurate web pages; field and lab data collections reviewed for quality assurance; waterbody success stories; nonpoint source strategy status report; onsite wastewater system installer training and certification; quarterly updates at Alaska/EPA meetings; and documentation of enforcement actions.

The expected outcomes from this agreement include protecting public health and the environment through effective state permitting; resources are spent on the highest priority programs and waterbodies; state and federal agency staff, stakeholders, and the public have accurate data to make informed decisions; sampling projects produce technically sound data; Alaska's waters are making progress toward meeting water quality standards and are capable of supporting all designated uses; the public and stakeholders understand their role in prevention of nonpoint source pollution and work in partnership with the state; construction projects cause minimal short-term and no long-term adverse water quality impacts, and permanent facilities' runoff does not cause water quality impairment; and timely and appropriate enforcement action.

Direct beneficiaries of this program are the citizens of and visitors to the State of Alaska.
