Description:
This agreement provides funding for the operation of the Oregon Department of Environmental Quality's (DEQ) continuing environmental programs while giving it greater flexibility to address its highest environmental priorities, improve environmental performance, achieve administrative savings, and strengthen the partnership between Oregon DEQ and EPA. This agreement funds statewide continuing environmental programs, including associated outputs and outcomes, to protect air, land, and water resources in Oregon.
This amendment adds incremental FFY22 Clean Water Act (CWA) Section 106 base funding of $897,750 (85% or $763,088 for surface water and 15% or $134,662 for ground water), CWA Section 106 MI Part A funding of $164,620, Safe Drinking Water Act (SDWA) Underground Injection Control (UIC) funding of $155,000, Clean Air Act (CAA) Section 105 funding of $1,067,506, and Resource Conservation and Recovery Act (RCRA) hazardous waste funding of $361,704. This partially funds the award and updates all administrative and programmatic terms and conditions. The updated conditions do not apply retroactively to funds already expended; they apply only to unexpended funds and the new monies added to the agreement.
Activities:
Oregon DEQ's strategic priorities and EPA's national goals for 2022-2024 share similar objectives that achieve the requirements of Clean Air Act (CAA), Clean Water Act (CWA), Safe Drinking Water Act (SDWA), and Resource Conservation and Recovery Act (RCRA) with limited resources. Specific activities and commitments are included in Appendices A-C of the 2022-2024 Oregon Performance Partnership Agreement (PPA). The PPA serves as the workplan for this PPG.
