Description:
This agreement may fund up to $2,400,000 to Colorado Department of Public Health and Environment (CDPHE) to perform short-term response activities to stabilize or clean up hazardous wastes at an incident or site that poses a threat to public health or welfare.
This agreement will be funded by the Superfund tax for lead activities.
The non-time critical removal action's (NTCRA) main objective is to prevent contact with highly-contaminated soil and decrease exposure to lead and arsenic.
Activities:
Activities to be performed include the following short-term response actions:
- Removal of surficial soils from the site with the highest level of lead and arsenic contamination.
- Replacement with fill material that meets concentrations standards that are considered 'clean'.
- Restoration of excavated areas back to pre-excavation conditions.
- Implementation of institutional controls for the property due to contaminated soils that will be left in place, such as soils underneath the mobile homes or paved areas.
- Engineering analysis\cost evaluation (EE/CA) development.
However, CDPHE recognizes the EE/CA process may result in an alternate removal action.
Subrecipient:
No subawards are included in this assistance agreement.
Outcomes:
The anticipated deliverables include engineering analysis\cost evaluation (EE/CA) preparation, development of the removal action implementation plan, removal action implementation, drafting pollution reports ('POLREP's) for purposes of project updates and coordination, preparing a construction completion report ('CCR'), and formulation of institutional controls.
The expected outcomes include removal of contaminated soils, utilizing existing barriers to the soil, and establishing institutional controls on the property.

The intended beneficiaries include residents of the manufactured home park known as A-1 Mobile Village in Colorado Springs, El Paso County, Colorado.
