Grant Description
**Description:** The purpose of this award is to provide funding under the Inflation Reduction Act (IRA) to Spirit Lake Tribe.

The recipient will implement greenhouse gas (GHG) reduction programs, policies, projects, and measures identified in a Priority Climate Action Plan (PCAP) developed under a Climate Pollution Reduction Grants (CPRG) planning grant.

Activities conducted through this grant will benefit all residents and visitors to the Spirit Lake Reservation through four main objectives:

- Implementation of ambitious measures that will achieve significant cumulative GHG reductions by 2030 and beyond;
- Pursuit of measures that will achieve substantial community benefits, particularly in low-income and disadvantaged communities;
- Complementing other funding sources to maximize these GHG reductions and community benefits; and,
- Pursuit of innovative policies and programs that are replicable and can be 'scaled up' across multiple jurisdictions.

**Activities:** The activities include installing several solar arrays on the reservation to create a new community solar garden, connecting the Spirit Lake tribal populace with climate-friendly housing by retrofitting existing housing to decarbonize residential buildings with a combination of technologies and approaches, purchasing 3 electric vans for the tribal health transportation program and installing electric recharging stations to further develop the reservation's vehicle electrification infrastructure, building a hazardous and non-hazardous waste recycling drop-off facility and purchasing other necessary low greenhouse gas emitting recycling equipment, and constructing 10 geothermal heat pumps at various shelters and tribally owned buildings on the reservation to provide more sustainable heating, cooling, and hot water.

**Subrecipient:** No subawards are included in this assistance agreement.

**Outcomes:** The anticipated deliverables per measure include:

**Measure 1 Solar Garden -**
- Negotiate power purchase agreement with utilities
- Conduct preliminary engineering study
- Construct solar garden
- Establish inspection and maintenance program;

**Measure 2 Retrofit Existing Housing -**
- Weatherization and electrification
- Conduct energy efficiency, refrigerant replacement
- Install efficient electrification of cooking, heating, clothes drying, hot water heating
- Install energy efficient lighting;

**Measure 3 Electric Vans for Tribal Health and Electric Recharging Stations -**
- Purchase 3 electric vans for transportation of the sensitive populations
- Install 8 charging stations at various tribal administration, district and business locations, the casino and college;

**Measure 4 Hazardous and Non-Hazardous Waste Recycling and Recycling Equipment -**
- Build a drive through, drop-off center (assisted by staff)
- Install an oil collection tank
- Construct a large hazardous waste recycling collection facility
- Install source separation
- Purchase recycling bins/totes
- Purchase low greenhouse gas emitting recycling equipment and roll offs;

**Measure 5 Geothermal Heat Pumps -**
- Install geothermal systems structures with life expectancy of more than 25 years (total of 76,000 ft² of indoor space).

The expected outcomes include:
- Criteria air pollutant and/or hazardous air pollutant emission reduction in low income and disadvantaged communities
- Short-term and long-term reduction in greenhouse gas emissions cumulative metric tons
- Increased benefits from negotiated power
