Grant Description
Description: This agreement provides funding from the Infrastructure Investment and Jobs Act (IIJA). EPA's Solid Waste Infrastructure for Recycling (SWIFR) grants for states and territories will fund activities that support long-term planning and data collection needs to demonstrate progress toward the national recycling goal and food loss and waste reduction goal and advance a circular economy for materials, as well as support the state-led implementation of plans to advance post-consumer materials management.

The purpose of this award is to enhance the City of Logan's efforts to meet the SWIFR grants elements. City of Logan proposes to develop a Logan Regional Green Waste Facility that will compost biosolids, yard waste, and perhaps food waste. The Logan Regional Green Waste Facility expands on City of Logan's ability to compost all biosolids from a regional wastewater treatment facility and yard waste received annually. This project reduces greenhouse gasses by not landfilling biosolids and yard waste, protects neighboring vulnerable communities, and allows for Logan to shift management pathways for food and organic waste in the future.

Activities: The activities to be performed are to install 10 acres of asphalt or concrete surface adjacent to the existing 5-acre pad at the biosolids facility; install utilities, including stormwater pumps, piping, and air plenums for aerated static composting, develop 3-4 acres of community gardens and install necessary landscaping, and build an access road from SR-30 to accommodate public use of facility.

Subrecipient: No subawards are included in this assistance agreement.

Outcomes: The anticipated deliverables include: by the fall of 2024, be on track to compost all yard waste received in the yard waste composting facility and to compost all biosolids produced at the Logan Regional Wastewater Treatment Facility; by winter 2024, evaluate the potential to expand organics collection programs, work with the agricultural industry, cities, and members of our community to increase product sales so that all end-products have a beneficial reuse; by spring 2025, open the community gardens; and create 3 acres of community gardens serving 50-150 residents.

The expected outcomes include: divert 12,000 tons of biosolids and 11,500 tons of yard waste annually from entering landfills in Cache County; produce 15,000 tons of recycled material to distribute to the public; create 1 full time permanent job and 50 temporary construction jobs in our community; and cause a reduction of a minimum of 107,686,972.75 MTCO2E (plus emissions reductions from reduced vehicle traffic).

The intended beneficiaries include 100% of Logan City residents and a low-income community (the only in Cache County).
