Grant Description
Description: The purpose of this award is to provide funding under the Inflation Reduction Act to Bay Mills Indian Community.
The recipient will implement greenhouse gas reduction programs, policies, projects, and measures identified in a priority climate action plan developed under a Climate Pollution Reduction Grants Planning Grant.
Activities conducted through this grant will benefit all residents and visitors to the Bay Mills community and the eastern part of the Upper Peninsula of Michigan through four main objectives:
Implementation of ambitious measures that will achieve significant cumulative GHG reductions by 2030 and beyond;
Pursuit of measures that will achieve substantial community benefits, particularly in low-income and disadvantaged communities;
Complementing other funding sources to maximize these GHG reductions and community benefits; and,
Pursuit of innovative policies and programs that are replicable and can be 'scaled up' across multiple jurisdictions.
Activities: The activities include installing 11 MW of solar arrays and a 5 MWh battery energy storage system on tribal land, as well as partnering with Bay Mills Community College to develop a workforce development program.
Bay Mills will host a lunch and learn series to inform the community members on the project's operation.
Additionally, Bay Mills will establish a project page on their website to provide updates, photos, and videos of the progress.
Subrecipient: Bay Mills Indian Community will be subawarding to Bay Mills Community College to design and implement a workforce development program for tribal members and other local community members.
The program will instruct students on installation and maintenance of solar arrays, which will ultimately result in job placement assistance for the graduates.
Outcomes: The anticipated deliverables include clean energy produced by solar panels and program graduates with the skills to install and maintain solar arrays.
The expected outcomes include reduced cost of electricity for members of the Bay Mills Tribe and members of the nearby communities.
The battery energy storage system will allow the community to use stored energy at a lower cost when the energy market is high.
The workforce development program will lead to more opportunities for the trained students, which will supplement the need for expertise for maintaining the solar structures.
Bay Mills will eventually transform their project's webpage to be a real-time dashboard with data on current and historic solar electricity generation and the corresponding environmental, health, and economic co-benefits.
The intended beneficiaries include members of the Bay Mills Indian Community and residents of the eastern part of Michigan's Upper Peninsula.
