Description:
This agreement provides funding to the City of Two Harbors, MN to implement its project to convert the existing facility to an extended aeration activated sludge system as directed in the 2022 Consolidated Appropriations Act or as identified in an approved technical correction if one has been approved for this project.
Activities:
The activities to be performed are to utilize the functional portions of the existing facility, including the equalization tank, pretreatment facility, equalization chlorine contact tank, and tertiary filters. The pretreatment building will include the following rehabilitations/replacements: roofing, HVAC system, raw water pumps, grit classifier.
The project construction will include extended aeration activated sludge aeration basin (volume of 1.2 million gallons); two final clarifiers 75 feet in diameter providing redundant capacity of 4.0 MGD, providing treatment for the max flow of 2.6 MGD and backwash return flow of 1.4 MGD; filter feed pumps upside to handle backwash waste flow of 1.4 MGD; aerated biosolids holding tank with 365 days of storage, constructed with a volume of 2.6 MG.
The project is designed to accommodate the following values: 1,948 lbs/day carbonaceous biochemical oxygen demand (CBOD) loading; minimum 0.500 million gallons per day (MGD) flow; 1,180 lbs/day total suspended solids (TSS) loading. A driveway to the additional facilities will be constructed. A concrete wall will be constructed around the WWTF facility. Erosion protection and turf restoration will be a part of construction.
Subrecipient:
No subawards are included in this assistance agreement.
Outcomes:
The anticipated deliverable is a more reliable wastewater treatment facility with proper design conditions which will:
* Reduce the possibility of a plant bypass
* Improves the water treatment process for effluent entering Lake Superior
* Reduce impact on receiving waters
* Treat and safeguard the local community against contaminants
This is expected to lead to:
* Safety for those using Lake Superior for recreational purposes
* Longevity for continued public use as well as habitat and biodiversity improvements
* Meet effluent limits to protect receiving streams
* Improved awareness and understanding of the project purpose and timeline, the ability to provide comments to influence design and directions
The intended beneficiaries are the local community, public, and businesses in the City of Two Harbors.
