Description:
This action approves funding in the amount of $2,830,936 including $335,163 in EPA in-kind to the Kentucky Energy and Environment Cabinet for a Multi-Media Performance Partnership Grant (PPG) to support the state of Kentucky's operation of Continuing Environmental Programs (CEP) while giving it greater flexibility to address its highest environmental priorities, improve environmental performance, achieve administrative savings, and strengthen partnership with US EPA.
CEPs in the Multi-Media PPG are air, Section 105, Toxic Substances Compliance Monitoring (TSCA Section 28), water, Section 106, Public Water System Supervision, beach monitoring, Underground Injection Control, Pollution Prevention Grant Program (Pollution Prevention Act Section 6605), nonpoint source management (CWA 319), Environmental Information Network Exchange Grants (Consolidated Appropriations Resolution for the Departments of Veterans Affairs, Housing and Urban Development, and Independent Agencies of 2003, Public Law 108-7; Consolidated Appropriations Act of 2004, Public Law 108-199), Brownfields State and Tribal Response Program Grants (Comprehensive Environmental Response, Compensation, and Liability Act of 1980, Section 128 (a), as amended; Public Law 107-118; Small Business Liability Relief and Brownfields Revitalization Act and Hazardous Waste Continuing Environmental Programs that encompass a variety of grant activities to be performed as outlined in approved work plans. Through cooperative agreement and shared governance, the state of Kentucky will utilize existing tools and approaches and develop guidance, where applicable, to implement a variety of activities to improve air quality, provide clean and safe water, revitalize land, and prevent contamination.
The state of Kentucky's efforts will include meaningful and measurable outputs and outcomes that support and improve the environment, public health, and economies. The citizens of Kentucky are the beneficiaries.

In summary, activities include but are not limited to monitoring, inspections, permitting, and enforcement and compliance; assessments of public water supplies and water quality data; ambient air monitoring; control mitigation of contaminated areas; implementation standards, plans, strategies, and actions to preserve environmental quality; develop and implement activities related to emerging contaminants; and provide technical assistance to government and the private sector to reduce pollution, all in accordance with the Multi-Media Performance Partnership Grant work plans and statutory requirements.
