Description:
This action provides funding in the amount of $1,781,540.00 to Kentucky Energy and Environment Cabinet for their continuing environmental programs while giving it greater flexibility to address its highest environmental priorities, improve environmental performance, achieve administrative savings, and strengthen the partnership between Kentucky and EPA. This agreement will fund statewide programs to support air, water, and land. This action also provides EPA in-kind funds in the amount of $212,352 for Contract 68HERH22D0002 (National Hazardous Air Pollutants Support) for work requested by Kentucky as part of their Performance Partnership Grant. Work activities include air toxics monitoring 'sample analysis' for samples collected by Kentucky at two specific air monitoring sites.
Activities:
Activities performed include but are not limited to issuing permits, conducting inspections, evaluating compliance, enforcement actions, monitoring and data reporting, and providing training and technical assistance for Clean Air Act Section 105; Toxic Substance Compliance Monitoring (TSCA Section 404(G)); Public Water System Supervision (Safe Drinking Water Act Sections 1443(A) and 1451(A)(3)); Water Pollution Control (CWA 106); Nonpoint Source Management (CWA 319); Underground Water Source Protection (SDWA Section 1443(B)); Brownfields State and Tribal Response Program Grants (Comprehensive Environmental Response, Compensation, and Liability Act of 1980, Section 128(A), as amended; Public Law 107-118; Small Business Liability Relief and Brownfields Revitalization Act); Environmental Information Network Exchange Grants (Consolidated Appropriations Resolution for the Departments of Veterans Affairs, Housing and Urban Development, and Independent Agencies of 2003, Public Law 108-7); and Pollution Prevention Grants Program (Pollution Prevention Act Section 6605).

Outcomes:
The anticipated deliverables and output/outcomes include timely and appropriate enforcement actions, facilities having adequate permits and controls in place, collecting and reporting quality data, all to support the goal of a cleaner, healthier environment. These efforts will reduce risk, improve environmental protection, and restore and support recreational and public health issues that contribute to healthy economies. Direct beneficiaries of this program are the citizens of the state of Kentucky.
