Grant Description
Description: The purpose of this award is to provide funding under the Inflation Reduction Act to the Connecticut Port Authority.

Specifically, the recipient will improve air quality and reduce pollution at the New London State Pier and in the surrounding area through the deployment of zero-emission equipment and infrastructure at the port.

Activities: The activities include the purchase of one zero-emission mobile shore power cable positioning device, the installation of one supporting shore power vault that will provide 6.6 kilovolts (KV) and 400 volts (V) service to vessels, community and stakeholder engagement, and workforce development training and programming.

Subrecipient: Orsted will provide deputy project management, engineering management, permitting management, and construction management for the project.

Outcomes: The anticipated deliverables include purchasing and installing one mobile cable positioning device and one vessel shore power vault that supplies 6.6 kilovolts (KV) and 400 volts (V) service to vessels, establishing a clear point of contact in a public platform for community issues, feedback, and complaints, holding community information sessions, hiring a community engagement coordinator, and developing a workforce training program to support trainings for zero-emission equipment and infrastructure and job readiness for port operation roles.

The expected outcomes include reduced carbon dioxide (CO2), particulate matter 2.5 (PM2.5), particulate matter 10 (PM10), and nitrogen oxide (NOX) emissions; reduced fuel consumption; reduced adverse health impacts; increased capacity for community perspectives in decision making; raised public awareness; increased understanding of vessel shore power technology effectiveness; and the creation of jobs and new skills and capabilities in the workforce.

The intended beneficiaries include the Connecticut Port Authority (grantee), Orsted (partner and subrecipient), Gateway New London (partner), and near-port communities which will experience improved ambient air quality.
