Cooperative Agreement
Overview
Grant Description
Description:
This grant agreement is being awarded federal funding in the amount of $3,360,000 to the City of Malden to implement its project to replace lead service lines (LSLs) as directed in the 2022 Consolidated Appropriations Act. As of November 2022, the City of Malden has 2,348 connections confirmed to be made of lead (on either public, private, or both sides) and an additional 1,889 metered connections (again either public, private, or both sides) made of an unknown material. The project will take place on public right of ways (city streets) and on private property where lead service lines are present.
Activities:
The activities to be performed over the four-year program will be the replacement of approximately 100-120 lead service lines per year for a total of approximately 450 lines replaced. Homes and streets targeted with this funding will be selected by the risk for years of child lead exposure. Houses with more children and fewer financial resources will be prioritized for lead line removal.
Subrecipient:
No subawards are included in this assistance agreement.
Outcomes:
The anticipated deliverables are 450 successful lead service line replacements over the next four years. Between the city's ongoing lead line removal program and the additional funding from this agreement, Malden will be able to replace nearly half of all confirmed lead service lines in the city over the next four years on both the public and private sides of the assets. This is expected to lead to a significant reduction in the number of childhood lead exposures and improved health outcomes for Malden's residents.
