Description

To provide instructions to National Farmworker Jobs Program (NFJP) Housing Services grantees for the submission of required documents for Program Year (PY) 2025 allotments.
Background
The Workforce Innovation and Opportunity Act (WIOA) Title I Program Year 2025 Funds for the National Farmworker Jobs Program (NFJP) is administered by the Employment and Training Administration (ETA) of the U.S. Department of Labor. The purpose of this grant is to provide instructions to NFJP Career Services, Training, and Housing Services grantees for submitting required documents for Program Year 2025 allotments and performance negotiations.

The ETA aims to enhance employment opportunities for migrant and seasonal farmworkers through various services.

Grant Details
Grantees must submit required documents through Grants.gov within 30 days of the publication of this Training and Employment Guidance Letter (TEGL). This includes:
1. SF-424, Application for Federal Assistance, which must include the legal name, address, Unique Entity Identification number (UEI), and Employer Identification Number (EIN) of the grantee organization.
2. SF-424A, Budget Information – Non-Construction Programs Form, detailing the total funding amount that must match the allotment amount.
3. A Budget Narrative explaining projected costs reflected in each line item of the SF-424A.
4. A current copy of the Negotiated Indirect Cost Rate Agreement or Cost Allocation Plan if applicable.

Grantees must ensure that at least 70% of their awarded funds are spent on employment and training services as defined by WIOA regulations.

Eligibility Requirements
Eligible applicants include organizations that received an award under FOA-ETA-24-15 for NFJP Grants for Career Services and Training and were approved to serve youth under that award. Organizations must not have received a PY 2024 NFJP Youth Services Grant and must have met 75% of their PY 2024 youth participant enrollment goal.

Period of Performance
The period of performance for these grants is from July 1 to September 30 of the subsequent calendar year, allowing a fiscal 15-month period for expenditure.

Grant Value
The total value allocated for Career Services and Training grants is $90,064,000, with $6,586,000 designated for Housing Services grants. Individual grant awards will vary based on state allotments as detailed in attached documents.
